ECHA welcomes improved clarity on nanomaterials in the EU - Member States vote to amend REACH Annexes
The REACH Committee has voted to amend REACH Annexes to explicitly address nanoforms of substances. The new requirements include defining and characterising the nanoforms of substances, as well as ensuring that human health and specific environmental information is relevant. The draft regulation is now subject to a three-month scrutiny by the Parliament and Council before being adopted by the Commission.
If you are going to register a substance as the lead registrant by the 31 May deadline, create a joint submission for it in REACH-IT by 9 May at the latest. If no joint submission has been created, ECHA will assume that the substance will not be registered.
Then, downstream users and distributors have the possibility to take the registrants’ role and still register the substance – with the help of DCG solution 21 – and ensure that the supply of the chemical in the EU/EEA continues.
Update to REACH 2018 statistics – almost 22 000 registrations submitted
The statistics about the registrations concerning substances manufactured or imported from 1 to 100 tonnes per year have been updated. 21 761 registrations have been submitted for 8 551 substances. The most registrations have been filed from Germany, the United Kingdom and France.
Overall, 75 313 REACH registrations have been submitted for 19 466 substances.

Call for expressions of interest: stakeholder workshop on microplastic particles
ECHA will hold a workshop on 30 and 31 May 2018 for invited participants to discuss the outcome of the call for evidence held to support ECHA's investigation into a possible restriction on the intentional use of microplastic particles in consumer and professional products. The workshop will discuss how the information provided should be taken forward by ECHA.
Interested parties are invited to submit their expressions of interest to join the workshop. This will be considered alongside the comments made by the party in the call for evidence.
The call is open until 11 May 2018, 23:59 (Helsinki time).
As part of the preparation of an Annex XV restriction proposal, ECHA invites interested parties to submit available information on the use of dodecamethylcyclohexasiloxane (D6) in cosmetic and other consumer or professional products.
In February 2018, the European Commission requested ECHA to include D6 within the scope of the Annex XV restriction dossier being prepared for octamethylcyclotetrasiloxane (D4) and decamethylcyclopentasiloxane (D5).
A background note has been prepared to explain the potential scope of a REACH restriction on these substances and what type of information we are requesting. Information on D4 and D5 already submitted in the previous call for evidence does not need to be re-submitted.
The deadline for comments is 18 June 2018, 23:59 (Helsinki time).
Commission takes further action against hazardous chemicals in clothing, textiles and footwear
The European Commission proposes to limit the exposure to 33 carcinogenic, mutagenic and toxic to reproduction (CMRs) chemicals by restricting the placing on the market of articles containing them.
New format for notifying information on hazardous mixtures for poison centres
ECHA has released the Poison Centres Notification (PCN) format for submitting information on hazardous mixtures to the Member State appointed bodies.
Additionally, a pilot project starting in May will assess the usability of the developed Poison Centres Notification (PCN) format for industry, appointed bodies and poison centres.
Webinar: Using the UFI for your products and mixtures - presentations and recordings
The webinar explains what the unique formula identifier (UFI) is and how it can be used. It also describes available tools and support for generating and using the UFI for hazardous and non-hazardous mixtures. The webinar gives practical examples of different ways for using the UFI.
ENES Work Programme until 2020: Improving safe use of chemicals in supply chains
The updated work programme of the Exchange Network on Exposure Scenarios (ENES) implements tools to improve chemical safety assessment and communication in the supply chain. Its 24 actions until 2020 will help registrants, distributors, formulators and end users to ensure the safe use of chemicals.
Updated use maps and related Chesar files from adhesive and construction chemicals sectors published
The European Federation for Construction Chemicals (EFCC) and the Association of the European Adhesive and Sealant Industry (FEICA) have published updated use maps packages. They are now also available in Chesar format and can be directly imported into the tool.
The sector associations have also worked on extending the coverage of their packages and on further streamlining the information. A summary of the changes made is available.
Registrants are encouraged to consider the sector use maps when preparing or updating their dossiers.
