Tools to prepare and submit SCIP notifications

ECHA has developed IT tools to help duty holders prepare and submit information on articles that contain Candidate List substances in a concentration above 0.1 % weight by weight.

Please note that ECHA only processes submissions which comply with ECHA’s submission format and tools. Other submissions will not be processed.

ECHA has established a harmonised IUCLID format for preparing SCIP notifications. More information about the SCIP IUCLID format is available on the dedicated SCIP format web page.

The SCIP database contains three different elements to prepare and submit SCIP notifications.

 

Data preparation in IUCLID

There are two options to prepare SCIP notifications using IUCLID:

  • Preparing your notifications online
    ECHA Cloud services provide a IUCLID Cloud instance for preparing SCIP notifications. You can use IUCLID Cloud to prepare your notifications manually, especially if you are not familiar with IUCLID.
  • IUCLID 6 (Server & Desktop)
    You can also prepare SCIP notifications offline in your company’s own IT infrastructure. This method is a better option if you are a SCIP notifications submitter who already uses IUCLID.

To use IUCLID, each company needs a valid ECHA account. If you are interested in using the IUCLID Cloud, maintained by ECHA, you can subscribe to it and need to accept the dedicated terms and conditions. You need the role “IUCLID Full Access” to prepare SCIP notifications. For more information on how to create and manage an ECHA Account, see the ECHA Accounts manual.

Data submission in the ECHA Submission portal

The ECHA Submission Portal is an online tool to submit information according to the harmonised format.

To use the ECHA Submission Portal, each company needs a valid ECHA account and to accept the dedicated terms and conditions.

You need the role “Submission portal manager” to access the ECHA Submission Portal to submit SCIP notifications. For more information on how to create and manage an ECHA Account, see the ECHA Accounts manual.

Material for system-to-system submission of data.

The system-to-system service (S2S) is available to support companies that wish to prepare and submit SCIP notifications in an automated way.

Under the S2S service, a company can create and submit SCIP notification dossiers directly from their own systems, using the harmonised IUCLID SCIP notification format or submit Simplified SCIP Notifications (SSN). The SCIP format and the accompanying practical and technical documentation can be found on the dedicated SCIP format web page. An automatic S2S transfer allows companies that have created SCIP notification in their own systems to submit their notifications to the ECHA Submission Portal.

An API Specification in Swagger 2.0 format, including Request and Response schema information is available.

Companies using the S2S service can perform a connectivity and security test as well as a complete end-to-end integration scenario in test mode. The full user experience allows different submission scenarios to be tested with no interference from other users and full validation checks to be done for dossiers.
