More progress needed to replace animal tests under EU chemicals laws

ECHA’s report states there is progress regarding alternatives to animal testing on the lower tier properties of substances, but a full replacement of chemical toxicity testing by non-animal approaches is not yet foreseeable. Further dialogue between research and regulatory communities is needed to put scientific developments faster to regulatory use.

Enforcement Forum

Forum for enforcement reviews results of its restriction project and agrees on new actions

The results of the fourth enforcement project revealed a relatively high incidence of products that are non-compliant with conditions of restriction for phthalates, cadmium and asbestos. At its 28th meeting, the Forum also held a well-attended open session with stakeholder organisations and discussed potential actions related to the duty to use animal testing as a last resort. BPR inspectors agreed to target treated articles in their first enforcement project.

Enforcement project to check compliance with the obligations of substances in articles

The aim of the pilot project is to determine the level and reasons for non-compliance and to raise awareness of the obligations. In particular, suppliers of consumer articles will be targeted.

Extension of public consultation on harmonised classification and labelling to 60 days

The public consultation commenting period on harmonised classification and labelling proposals will be extended from 45 to 60 days, starting as of 1 January 2018. The reason for this is to allow more time for the parties concerned to prepare and submit their comments.

Biocides

Criteria for identifying endocrine disruptors in biocides published

The European Commission has published the delegated regulation setting out scientific criteria for determining endocrine-disrupting properties in biocides. The aim is to improve the free movement of biocidal products within the European Union while ensuring a high level of protection of human and animal health and the environment. The criteria were published in the EU’s official journal on 17 November 2017.

You can now download calculation sheets for three more biocidal product-types to estimate the release of substances from the products to the environment:

  • wood preservatives (product-type 8)
  • rubber and polymerised materials preservatives (product-type 9)
  • working or cutting fluid preservatives (product-type 13).

Download the files on our website under "Emission scenario documents" (product-types 8, 9, 13). Calculation sheets are now available for altogether 15 product-types.
