Upcoming inspections to check compliance with REACH registration obligations

Inspectors, working together with customs authorities, have started checking the compliance of importers and manufacturers with REACH registration obligations as part of an EU-wide Forum enforcement project.

Forum Work Programme 2019-2023: enforcement priorities

What are the priorities for enforcing chemicals legislation in for the next four years? The Forum will focus on, among other things, registration, risk management, internet sales and imports. It will work on enforcing duties that ensure safe use of chemicals by consumers and prepare for controls of notifications to poison centres. The five-year programme also covers duties related to the Biocidal Products, PIC and POPs regulations.

Indicators for enforcement 2018

The indicator report tracks the Forum's key activities over the last few years. It contains information on the inspector trainings held, participation in enforcement projects, number of enforcement issues addressed, tools that inspectors use and stakeholder satisfaction.

Committees’ opinions on application for authorisation and on review report now available

The consolidated opinions of the Committees for Risk Assessment and Socio-economic Analysis for uses of the following substances are now available on our website:
  • two uses of bis(2-ethylhexyl) phthalate (EC 204-211-0; CAS 117-81-7) by Plastic Planet srl; and
  • one use of chromium trioxide (EC 215-607-8; CAS 1333-82-0) by HAPOC GmbH.

Opinions

New substance evaluation conclusions published

Four new conclusion documents are available for:
  • methyl methacrylate (EC 201-297-1; CAS 80-62-6), added to the CoRAP list in 2014 and evaluated by France;

  • naphthalene (EC 202-049-5; CAS 91-20-3), added to the CoRAP list in 2016 and evaluated by United Kingdom;
  • 3,3'-dimethylbiphenyl-4,4'-diyl diisocyanate (EC 202-112-7; CAS 91-97-4), added to the CoRAP list in 2013 and evaluated by France; and
  • 4,4’-methylenediphenyl diisocyanate (EC 202-966-0; CAS 101-68-8), added to the CoRAP list in 2013 and evaluated by Estonia.

REACH restriction list has been updated

The European Commission has amended the list of restricted substances in Annex XVII to REACH with regard to:

  • diisobutyl phthalate (DIBP) (EC 201-553-2; CAS 84-69-5);
  • dibutyl phthalate (DBP) (EC 201-557-4; CAS 84-74-2);
  • benzyl butyl phthalate (BBP) (EC 201-622-7; CAS 85-68-7); and
  • bis(2-ethylhexyl) phthalate (DEHP) (EC 204-211-0; CAS 117-81-7).

Substance identity adaptation webform amended

The substance identity adaptation webform has been modified to remind co-registrants of their obligation to keep their dossiers up to date when submitting their joint submission plan and documentary evidence.

Report on national helpdesk activities in 2017 published

The report on the national helpdesk activities in 2017 provides a picture of the scale and scope of HelpNet operations. It also reflects the maturity of the helpdesk assistance provided to companies tackling compliance issues under the regulations managed by ECHA.

Consultation on harmonised classification and labelling

ECHA is looking for comments on the harmonised classification and labelling proposal for:
  • dimethomorph (ISO); (E,Z)-4-(3-(4-chlorophenyl)-3-(3,4-dimethoxyphenyl)acryloyl) morpholine (EC 404-200-2; CAS 110488-70-5). Mainly used as an active substance in plant protection products as a fungicide. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on reproductive toxicity and hazards to the aquatic environment.
The deadline for comments is 8 March 2019, 23:59 Helsinki time.

Targeted consultations on prothioconazole and tolpyralate

ECHA has opened targeted consultations on two proposals by the United Kingdom for the harmonised classification and labelling of:
  • prothioconazole (ISO); 2-[2-(1-chlorocyclopropyl)-3-(2-chlorophenyl)-2-hydroxypropyl]-2,4-dihydro-3H-1,2,4-triazole-3-thione (EC -; CAS 178928-70-6); and
  • (RS)-1-{1-ethyl-4-[4-mesyl-3-(2-methoxyethoxy)-o-toluoyl]pyrazol-5-yloxy}ethyl methyl carbonate; tolpyralate (EC -; CAS 1101132-67-5).
There have already been public consultations on the proposed classifications of both substances, as well as consultations on the Renewal Assessment Report (RAR) on prothioconazole and Draft Assessment Report (DAR) on tolpyralate on EFSA’s website.

The present public consultations target the study reports containing additional information on the hazard to the aquatic environment which were submitted to ECHA and EFSA after the previous public consultations. The information is relevant to the assessment of the environmental hazards for both substances. The consultations will be open until 21 January 2019, 23:59 Helsinki time.

New proposals and intentions to harmonise classification and labelling

A proposal to harmonise classification and labelling was withdrawn by Germany for:
  • trizinc diphosphide (EC 215-244-5, CAS 1314-84-7).
Three proposals to harmonise classification and labelling were submitted for:
  • 2,2-dimethylpropan-1-ol, tribromo derivative; 3-bromo-2,2-bis(bromomethyl)propan-1-ol (EC 253-057-0; CAS 1522-92-5, 36483-57-5), by Norway;
  • dibutyltin di(acetate) (EC 213-928-8, CAS 1067-33-0), by Norway; and
  • N-(2-nitrophenyl)phosphoric triamide (EC 477-690-9, CAS 874819-71-3), by Austria.
