Reminder: Annex III support available
If you manufacture or import your phase-in substance between 1-10 tonnes per year, you may be able to register it with a reduced set of information, covering only its physicochemical properties. However, a reduced set can only be used if the criteria laid down in Annex III to REACH do not apply.
On our website, you can find the Annex III inventory listing substances that are likely to fulfil any of the Annex III criteria, and may need to be registered with the full set of data. There is also a step-by-step checklist that will help you to conclude whether you can benefit from the limited information requirements, and practical examples on the application of the Annex III criteria.

Biocides
Pending applications for list of biocides suppliers no longer published
ECHA will stop publishing the list of pending applications for the Article 95 list of active substance and product suppliers in the beginning of November. The list was initially published to increase transparency ahead of the 1 September 2015 deadline when companies had to make sure their substance or product suppliers were included in the Article 95 list. Over a year after the deadline, ECHA considers the official Article 95 list to be a sufficient source of information. It will continue to be updated monthly to include companies whose pending application is approved, new market entrants and new relevant substances and their suppliers.

Notify to keep four combinations in the review programme
The following active substance and product-type combinations are no longer supported in the biocides review programme:
- (S)-.alpha.-Cyano-3-phenoxybenzyl (S)-2-(4-chlorophenyl)-3-methylbutyrate (Esfenvalerate) (CAS 66230-04-4) for use in insecticides (product-type 18)
- N-(Dichlorofluoromethylthio)-N′,N′- dimethyl-N-phenylsulfamide (Dichlofluanid) (EC 214-118-7; CAS 1085-98-9) for use in film preservatives (product-type 7)
- Mixture of cis- and trans-p-menthane-3,8 diol (Citriodiol) (EC 255-953-7; CAS 42822-86-6) for use in repellents and attractants (product-type 19)
- 1-[2-(allyloxy)-2-(2,4-dichlorophenyl)ethyl]-1H-imidazole (Imazalil) (EC 252-615-0; CAS 35554-44-0) for use in veterinary hygiene (product-type 3).
Notify ECHA by October 2017 to keep the combinations in the approval process.

Guidance
New draft for REACH guidance update available
The following draft for updated ECHA guidance on REACH has been sent for the next consultation step:
- Guidance for identification and naming of substances under REACH and CLP, new Appendix on Substance Identity Profile only (draft for Version 2.0) sent for CARACAL consultation.
A copy of the draft has been uploaded to the ongoing guidance consultations page on the ECHA website. Note that as no proposals for change were received from consultation of RAC, the MSC and the Forum, the text of this draft is the same as that previously uploaded to the ECHA website on 20 September 2016.
Potential registrants for the 2018 deadline may be interested in already viewing the draft document.
