We have contributed to a new guidance document for the registration of complex inorganic coloured pigments coordinated by Eurocolour, a sector group of Cefic and the umbrella organisation for manufacturers of pigments, dyes and fillers in Europe. The document helps companies mainly with the substance identification of these pigments.

RAC’s opinion on classification of titanium dioxide now published
The final opinion of the Committee for Risk Assessment on the classification of titanium dioxide is now available on ECHA’s website. ECHA published a press release on the Committee’s opinion already last June, immediately after it was concluded.

- 3-(difluoromethyl)-1-methyl-N-(3',4',5'-trifluorobiphenyl-2-yl)pyrazole-4-carboxamide; fluxapyroxad (EC -, CAS 907204-31-3)
- pirimiphos-methyl (ISO); O-[2-(diethylamino)-6-methylpyrimidin-4-yl] O,O-dimethyl phosphorothioate (EC 249-528-5, CAS 29232-93-7)
- 3-(difluoromethyl)-N-methoxy-1-methyl-N-[1-(2,4,6-trichlorophenyl)propan-2-yl]-1H-pyrazole-4-carboxamide; pydiflumetofen (EC -, CAS 1228284-64-7)

- mecoprop-P (ISO); (R)-2-(4-chloro-2-methylphenoxy)propionic acid (EC 240-539-0, CAS 16484-77-8)
- dimethomorph (ISO); 4-(3-(4-chlorophenyl)-3-(3,4-dimethoxyphenyl)acryloyl)morpholine (EC 404-200-2, CAS 110488-70-5)
- chlorpropham (ISO); isopropyl 3-chlorocarbanilate (EC 202-925-7, CAS 101-21-3)

Antifouling products: help to estimate environmental emissions
You can now download a calculation sheet for antifouling products to estimate the release of substances from the product to the environment. Antifouling products are used to control the growth of fouling organisms, like microbes and higher forms of plant or animal species, on vessels or other structures used in water. Public consultation on harmonised classification and labelling
ECHA is looking for comments on the harmonised classification and labelling proposals for:
- 5-fluoro-1,3-dimethyl-N-[2-(4-methylpentan-2-yl)phenyl]-1H-pyrazole-4-carboxamide; 2’-[(RS)-1,3-dimethylbutyl]-5-fluoro-1,3-dimethylpyrazole-4-carboxanilide; penflufen (EC -; CAS 494793-67-8). It is an active substance (fungicide) used or under approval in plant protection products or biocidal products with no existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on all physical, human health and environment hazard classes except respiratory sensitisation, aspiration hazard and hazardous to the ozone layer hazard classes.
- hymexazol (ISO); 3-hydroxy-5-methylisoxazole (EC 233-000-6; CAS 10004-44-1). It is an active substance used in plant protection products as a fungicide with an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on acute toxicity, serious eye damage/eye irritation, skin sensitisation, reproductive toxicity, and hazardous to the aquatic environment hazard classes.
- geraniol; (2E)-3,7-dimethylocta-2,6-dien-1-ol (EC 203-377-1; CAS 106-24-1). It is a chemical registered under REACH and an active substance with biocidal (disinfectant) activity used in cleaning products, personal care products including perfumes and fragrances, polishes and waxes as well as in coatings and paints. It has no existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on the skin sensitisation hazard class.
- mesotrione (ISO); 2-[4-(methylsulfonyl)-2-nitrobenzoyl]-1,3-cyclohexanedione (EC -; CAS 104206-82-8) is an active substance in plant protection products (herbicides). It has an existing harmonised classification and labelling, as Aquatic Acute 1 (H400) and Aquatic Chronic 1 (H410), in Annex VI to CLP Regulation. Comments are invited on the reproductive toxicity, germ cell mutagenicity, carcinogenicity, specific target organ toxicity – repeated exposure and hazardous to the aquatic environment hazard classes.
- 2-butoxyethanol; ethylene glycol monobutyl ether (EC 203-905-0; CAS 111-76-2). It is a chemical registered under REACH mainly used in coatings and cleaning products and for the manufacture of other chemicals and polymers. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on acute toxicity, skin corrosion/irritation, serious eye damage/eye irritation and specific target organ toxicity — repeated exposure.
- dioctyltin dilaurate; [1] stannane, dioctyl-, bis(coco acyloxy) derivs. [2] (EC 222-883-3 [1] 293-901-5 [2]; CAS 3648-18-8 [1] 91648-39-4 [2]). It is a chemical registered under REACH mainly used in the production of adhesives, sealants, coatings, paints, thinner and paint removers with no existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on reproductive toxicity and specific target organ toxicity — repeated exposure hazard classes.
- citral (EC 226-394-6; CAS 5392-40-5) is a chemical registered under REACH used as an additive and disinfectant in cleaning products, personal care products including perfumes and fragrances, polishes and waxes as well as in coatings and paints. It has an existing harmonised classification and labelling in Annex VI to CLP as Skin Irrit. 2 and Skin Sens. 1. Comments are invited on the skin sensitisation hazard class.

Public consultation launched on scientific evaluation of occupational exposure limit for acrylonitrile
ECHA is inviting comments on the occupational exposure limit (OEL) for acrylonitrile, which is currently subject to the opinion of ECHA’s Committee for Risk Assessment. The opinion will be sent to the Commission by 26 March 2018.
The public consultation will end on 10 November.

Public consultation: amendments of the Annexes to REACH for registration of nanomaterials
The consultation, launched by the European Commission, ends on 6 November. The amendment will further clarify what the legal requirements are when registering nanoforms under REACH and improve ECHA’s ability to implement REACH for nanomaterials by making it more effective.
