- PIC Regulation Data

- PIC Regulation data is fully integrated to the ECHA Dissemination Platform. Chemicals subject to PIC, Export Notifications, Import Notifications, Explicit consents & waivers, and the list of Designated National Authorities will be published in new portals following the latest look and feel. More data will be published more transparently, for example the full list of mixture constituents subject to PIC where relevant. The PIC data will be integrated to the substance Infocards and Brief Profiles as standard. Searching on PIC data will be streamlined and each PIC dataset will have its own custom search functionality. Bulk downloads will be available by default for all PIC datasets.
- REACH Registrations

- A bulk download functionality will be enabled, allowing the download in full of the entire datasets for REACH registered substance factsheets.

- Search option improvements allowing better search for articles based on the Concern / Reason for inclusion of substances of very high concern to the Candidate list.

- Nanomaterials on the EEA Market Portal

- The results portal has been upgraded to a new look and feel, allowing better access to the data and improved user interaction options.
- The search has been extended to cover nanoform characterisation criteria. Note that these will only be available where nanomaterial form data comes from a REACH registration.
- REACH nanoform characterisation data has been added to the details page per substance, and will show the compiled nanoform characterisation data provided from all relevant compositions relating to nanoforms from all REACH registrations for that substance.
- Infocard – Properties of Concern

- The properties of concern section has been extended with an option to view more details per property of concern. These details are shown in a popup window and will show the origin(s) of every property of concern shown in the substance Infocard. The origin is shown as a clickable hyperlink that will bring users to the relevant source data.
- Regulatory lists
-
- The format of all dates shown in all regulatory lists has been unified to “dd-mmm-yyyy” to ensure alignment and to prevent any possible confusion with various international date display formats. E.g. 05-Mar-2022.
- All lists will now indicate the date on which each entry was first published by the Dissemination Platform. Note that this is the date automatically calculated by the ECHA IT tool and has no regulatory meaning or intent.
- The PACT list has been updated to reflect the date on which substances were first included. This PACT entry date is calculated based on the first publication date as above from all the lists that contribute to PACT, e.g. Dossier evaluation, Substance Evaluation, the various registries of intention etc.
- The explanatory text for REACH Annex III has been updated to better reflect the REACH legal text.

- Where a candidate list substance of very high concern has been removed from an article this will now be indicated in the published article factsheet, where included in the data sent to ECHA.

- The IUCLID 6.6 dossier format is now supported, so such dossiers can be processed and published. Dossiers received in this format since 14th Oct 2021 are prioritised for processing and publication.
- The results portal has been upgraded to a new look and feel, allowing better access to the registered substance data and the identities of registrants / suppliers.
- Note: a bulk download feature is not yet available but will be released in the coming month or so. This feature will allow download of the complete results tables for registered substance factsheets and for registrants / suppliers.

- The integrated Authorisation List Recommendations have been added to PACT under Regulatory Risk Management, to improve transparency and give an overview of ongoing regulatory work.

- A Summary function (Σ) has been added, to give an overview of the number of individual notifications contributing to the article factsheets being displayed in the results table.

The SCIP Database portal is updated to version 2.0. Simplified SCIP Notifications (SSNs) are now be eligible for Dissemination and will start being published progressively from early December 2021 . Due to the expected volume, this might take some time they are processed and published. Other key improvements include:
- SCIP number will now be searchable. Note that only full, complete, and valid SCIP numbers are accepted for searching. It will not be possible to search by partial SCIP numbers.
- The Article identifiers search block is improved, with possibilities to optionally select to search for specific identifier types (e.g. Brand name, Serial #, EAN code etc.) and to edit the search operator used.
- Adaptation to the new IUCLID format, including updates to the article category CN code list etc.
- Miscellaneous technical enhancements to make the front end portal load faster, and to improve the processing especially of large and complex articles.
- Assessment of Regulatory Needs List

The RMOA list has been redesignated as the Assessment of Regulatory Needs (ARN) List. Screening work performed under the ECHA Integrated Regulatory Strategy (IRS) is included in the list, which changes structure slightly to accommodate the new data. At the same time the name and description of the list are updated to reflect its new purpose and scope better.

The PACT table is updated to reflect the change from the old RMOA to the new ARN list.
- Infocard generation

Infocard generation is now performed by default for all substances (previously it was only done for substances either registered under REACH or notified under CLP). The result is that any Infocard blocks, such as Property of Concern, Nanomaterial Form, About this substance, will always be visible on the public website whenever there is any relevant data available.
- Properties of concern

Some improvements and updates to the Properties of concern logic, including:
- Where relevant, POP (Persistent Organic Pollutant) status description updated from “Potential” to “Under Assessment”.
- Properties of concern display fixed to propagate from group parent substances to child substances.
- Properties of concern searching fixed to always consider also propagation from group parent substances to child substances.

Nanomaterial on the EEA market portal -
Major extensions are made to the data presented, including:
- New details page per substance containing additional data (e.g. tonnage data and others as outlined below), where available.
- Tonnage data displayed from participating national nano Inventories (FR and BE at the present time).
- Substance nanomaterial form use displayed too from participating national nano Inventories (FR and BE at the present time).
- Characterisation of nanomaterial form data extracted and displayed from REACH registration data, where available.
- Portal search filters expanded to cover all of the above new data.
- Biocidal Active Substances

Improvements made to the Biocidal Active Substances portal include:
- Publication of the Final CAR document, where available
- Refinement of the search filter options to remove redundant values of the evaluating Competent Authority
- Improvements on the Biocidal Active substance Factsheet (in the Assessments" tab)

Improvements relating to the C&L Inventory include:
- Fix for the explanatory text used in the Infocard and Information on chemicals page, for CLP notifications.
- Where no classification has been provided this is rendered explicitly as “Not classified”.
