Study finds companies lack incentives for updating their REACH registrations
An external report on dossier updates suggests that more clarity is needed on how the registration process works, what needs to be updated and by whom in order for more companies to submit new information on the safe use of their chemicals. The REACH and CLP regulations require companies to update their information whenever new information becomes available.

Commission authorises seven uses
The European Commission has granted authorisations for:
- Chromium trioxide (215-607,8; CAS 1333-82-0) and dichromium tris (chromate) (EC 246-356-2; CAS 24613-89-6) (Nexter Mechanics and Nexter Systems) – one use with a review period until 21 September 2029 and four uses with a review period until 21 September 2024.
- Bis(2-methoxyethyl)ether (diglyme) (EC 203-924-4; CAS 111-96-6) (Novartis Ringaskiddy Limited) – one use with a review period until 22 August 2024.
- Lead chromate (EC 231-846-0; CAS 7758-97-6) (Etienne Lacroix Tous Artifices SA) – one use with a review period until 4 August 2024.

New web page on Petroleum and Coal stream Substances (PetCo) Working Group published
A new page describing the work of the Petroleum and Coal stream Substances (PetCo) Working Group has been published. The PetCo Working Group is a platform for exchanges between authorities and industry. It aims to ensure that progress is made in improving registration dossiers and in further regulating petroleum and coal stream substances where necessary. Further information on the role, activities and participation in the working group are available on the new page.

Statistics on REACH registrations updated – 16700 unique substances already registered
The registrations have come in since 2008 in more than 62 000 dossiers. The most frequently registered chemical is ethanol with nearly 500 registrations. Germany tops the chart in terms of countries with 13387 registrations for 5 841 substances. Read more online.

Intentions to harmonise the classification and labelling were received by Germany for:
- 1,5-naphthylene diisocyanate (EC 221-641-4, CAS 3173-72-6)

Increase in notifications providing information on the export of hazardous chemicals
ECHA’s first report on the operation of the Prior Informed Consent (PIC) Regulation shows that notifications from EU companies to export certain hazardous chemicals outside the EU have grown by 74 % in the past three years.

Biocides
Public consultation on derogation to the exclusion criteria of two active biocidal substances
Substances that normally should not be approved as active biocidal substances may be used if they meet certain derogation criteria. These criteria are: the exposure is negligible, the active substance is essential to prevent a serious danger to human or animal health or the environment and if not approving the active substance would have a disproportionate negative impact on society when compared to the risks. ECHA is organising a public consultation to collect information on whether the conditions for derogation are met for the following active substances:
- Reaction products of paraformaldehyde and 2- hydroxypropylamine (ratio 1:1) (originally notified as HPT)
- Reaction products of paraformaldehyde and 2- hydroxypropylamine (ratio 3:2) (originally notified as MBO)

ECHA, together with the European Commission, will organise a conference on applications for authorisation on 13-14 November in Helsinki. The purpose of the conference is to assess the evolution and achievements of the authorisation process in terms of the progression of substitution, proper control of risks and cost-effectiveness. It will also discuss how to improve the process. The registration for this free-of-charge conference will be open until 9 October.
