ECHA committees finalise evaluation of bisphenol A restriction proposal
ECHA's Committee for Socio-economic Assessment (SEAC) has concluded that the socio-economic benefits of restricting bisphenol A (BPA) in thermal paper are unlikely to be higher than the socio-economic costs. SEAC also noted that there are other considerations in favour of the restriction that should be taken into account by the European Commission in making their decision. The Committee for Risk Assessment (RAC) had previously concluded that the risk for workers handling thermal paper was not adequately controlled.

Risk Assessment Committee concludes on methanol restriction
The Committee for Risk Assessment (RAC) agreed on three draft opinions for authorisation applications for uses of 1,2-dichloroethane (EDC), sodium chromate and sodium dichromate. The committee also adopted an opinion on the restriction proposal on methanol, supporting Poland's proposal to restrict the concentration limits of methanol in windscreen washing fluids and denaturated ethanol. Finally, RAC proposed 17 substances for harmonised classification and labelling.

Socio-economic Assessment Committee concludes on three restriction proposals
The Committee for Socio-economic Assessment (SEAC) adopted final opinions on the restriction proposals for Bisphenol A and PFOA. It also agreed on draft opinions supporting the restriction of methanol and authorisation applications for three substances.

Submit substance in article notifications by 15 December 2015
The deadline for submitting substance in article notifications on two substances of very high concern, which were added to the Candidate List last June, is 15 December 2015:

1,2-benzenedicarboxylic acid, di-C6-10-alkyl esters; 1,2-benzenedicarboxylic acid, mixed decyl and hexyl and octyl diesters with ≥ 0.3% of dihexyl phthalate (EC No. 201-559-5); (EC numbers 271-094-0 and 272-013-1; CAS numbers 68515-51-5 and 68648-93-1).

5-sec-butyl-2-(2,4-dimethylcyclohex-3-en-1-yl)-5-methyl-1,3-dioxane [1], 5-sec-butyl-2-(4,6-dimethylcyclohex-3-en-1-yl)-5-methyl-1,3-dioxane [2] [covering any of the individual stereoisomers of [1] and [2] or any combination thereof].
Importers and EU producers are invited to check if their articles meet the conditions for the notification obligation under Article 7 of REACH. The notification can be submitted through the "substance in article" webform, or through REACH-IT using IUCLID.

New chemicals to fall under export notification obligation
Annex I to the Prior Informed Consent Regulation (PIC) has been amended with 12 new entries, which cover a total of 143 chemicals. The amendment will enter into force on 1 February 2016. To continue exporting these chemicals without interruption, a notification should already be submitted in December 2015.

The manual guides companies on how to use the ePIC IT application to fulfil their obligations under the PIC Regulation. It describes, for example, how to submit and follow up on export notifications, special RIN (reference identification number) requests and reports of actual exports and imports (Article 10 reports).

New consultations on harmonised classification and labelling
ECHA has launched public consultations on the harmonised classification and labelling (CLH) proposals for three substances. Submit comments by 25 January 2016.
Succinic anhydride (EC 203-570-0; CAS 108-30-5) is currently classified in Annex VI to the CLP Regulation. It is used as a monomer for the production of resins and thermoplastics. The substance is also registered as an intermediate in the synthesis of other substances and as a laboratory reagent. No consumer use has been registered. The proposal also makes use of read-across from maleic anhydride. We invite comments on the hazard classes acute toxicity, respiratory and skin sensitisation, eye damage and skin corrosion.
Maleic anhydride (EC 203-571-6; CAS 108-31-6) is also classified in Annex VI to CLP and it has very similar uses as succinic anhydride. It is used as a monomer and as an intermediate in the synthesis of other substances, e.g. unsaturated polyester resins, pharmaceuticals, pesticides, lubricating-oil additives and foodstuff additives. Consumer and professional uses as adhesives and sealants have been registered. We invite comments on the hazard classes acute toxicity, eye damage, skin sensitisation and specific target organ toxicity – repeated exposure (respiratory system and kidneys).
Isoproturon (ISO); 3-(4-isopropylphenyl)-1,1-dimethylurea (EC 251-835-4, CAS 34123-59-6) is also classified in Annex VI to CLP. It is a herbicide used in agriculture for the control of a range of mono- and dicotyledonous weeds in cereals. It is also a biocidal active substance used as a film and construction materials preservative. We invite comments on the hazard classes reproductive toxicity, specific target organ toxicity – repeated exposure and hazardous to the aquatic environment (M-factors).
