SEAC adopts restriction proposals on four phthalates and TDFAs in sprays used by the public
The Committee for Socio-Economic Analysis (SEAC) adopted their opinions on two restriction proposals on four phthalates (DEHP, DBP, DIBP and BBP) in articles and on TDFAs in sprays used by the general public. The committee also agreed on 14 draft opinions on 10 applications for authorisation and adopted one final opinion.

New form to help describe the manufacturing process of UVCB substances
Substances of unknown or variable composition, complex reaction products or biological materials (UVCB substances) are identified by, among other things, the description of the manufacturing process. A new form has now been published to help EU manufacturers and importers report or request this information. The description must be included in the IUCLID dossier for PPORD notifications, inquiries, registrations and CLP notifications.

Submit your substance in articles notification
The deadline for submitting substance in article notifications for four substances of very high concern added to the Candidate List on 12 January 2017 is 12 July 2017. The information below on the type of articles/materials that may contain the substances is based on REACH data but is not exhaustive.
- 4,4’-isopropylidenediphenol (bisphenol A; BPA) (EC 201-245-8; CAS 80-05-7). This substance may be found in thermal paper and articles made of polycarbonate, epoxy resins, and PVC.
- Nonadecafluorodecanoic acid (PFDA) and its sodium and ammonium salts (EC 206-400-3, - , 221-470-5; CAS 335-76-2, 3830-45-3, 3108-42-7). This substance may be found in water and stain resistant textiles, leather, gloves, and paper-based food contact materials.
- p-(1,1-dimethylpropyl)phenol (EC 201-280-9; CAS 80-46-6). This substance may be found in adhesives, coatings and inks containing phenolic resins.
- 4-heptylphenol, branched and linear.
Importers and EU producers of articles are invited to check if these substances in their articles meet the conditions for the notification obligation under Article 7 of REACH. The notification can be submitted through the substance in article webform, or through REACH-IT using IUCLID.

Commission authorises eight uses
The European Commission has granted authorisations for:
- one use of ammonium dichromate (EC No 232-143-1; CAS No 7789-09-5) by Micrometal GmbH, decision in OJ;
- six separate uses of sodium dichromate (EC No 234-190-3; CAS No 7789-12-0 10588-01-9) by the following companies:
The review period for these uses expires on 21 September 2029.
The Commission has also granted an authorisation for:
- one use of 1,2-dichloroethane (EC No 203-458-1; CAS No 107-06-2) by BASF SE with date of expiry of review period 22 November 2024, decision in OJ.
To date, the Commission has made 89 authorisation decisions in total.

Public consultation launched on the proposed restriction of lead and its compounds in shot
ECHA has submitted a report proposing a restriction on the use of lead and its compounds in shot (containing lead in concentrations greater than 1% by weight) for shooting with a shotgun within a wetland or where spent gunshot would land within a wetland, including shooting ranges or shooting grounds in wetlands.
This consultation is open from 21 June 2017 to 21 December 2017. ECHA’s Scientific Committees welcome early comments by 21 August 2017 to assist them in the first discussion of the proposal in September 2017 and additional comments by 21 November 2017, to assist them in the second discussion of the proposal in December 2017.

Public consultation on harmonised classification and labelling
ECHA is looking for comments on the harmonised classification and labelling proposals for:
- bis(α,α-dimethylbenzyl) peroxide (EC 201-279-3; CAS 80-43-3).Mainly used in the manufacture of plastic products, rubber products and other chemicals. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on skin corrosion/irritation, serious eye damage/eye irritation and reproductive toxicity hazard classes;
- N-(hydroxymethyl)acrylamide; methylolacrylamide; [NMA] (EC 213-103-2; CAS 924-42-5). Used as a chemical intermediate for the manufacture of other chemicals and polymers. Comments are invited on mutagenicity, carcinogenicity and specific target organ toxicity - repeated exposure hazard classes;
- tris(2-methoxyethoxy)vinylsilane; 6-(2-methoxyethoxy)-6-vinyl-2,5,7,10-tetraoxa-6-silaundecane (EC 213-934-0; CAS 1067-53-4). Mainly used in the manufacture of silicone polymers, rubber and plastics, as well as surface treatment and sealant products. It has no harmonised classification and labelling in Annex VI to CLP. Comments are invited on germ cell mutagenicity and reproductive toxicity hazard classes;
- trimethoxyvinylsilane; trimethoxy(vinyl)silane (EC 220-449-8; CAS 2768-02-7). Mainly used in non-metal surface treatment products, as a crosslinking agent in polymers and in adhesives and coating products. It has no harmonised classification and labelling in Annex VI to CLP. Comments are invited on the skin sensitisation hazard class.
