A new enforcement project on online sales will be carried out in 2020 and will likely cover restrictions and labelling duties.

Application for authorisation fees adjusted

The European Commission has revised the fees for applications for authorisation of substances of very high concern under REACH. The revision encourages companies to apply together. The fees for additional uses have increased.

Report on collaborative approach pilot projects published

The report presents the results of ECHA's pilot projects exploring a collaborative approach involving ECHA, Member States and registrants to address substances by group. The approach complements the compliance check or substance evaluation and would allow shortcomings to be identified and information on substance identity, hazard and exposure to be improved. Ultimately, the main purpose is to determine whether there is a need for further regulatory risk management. Based on the pilot project experiences, ECHA proposes to continue with a more flexible early interaction approach in future

New substance evaluation conclusion published

A new substance evaluation conclusion document is now available on ECHA’s website for diisotridecyl adipate (EC 247-660-8; CAS 26401-35-4), added to the CoRAP list in 2013 and evaluated by Spain.

Authorisation granted for uses of chromium trioxide, potassium dichromate and sodium dichromate

The European Commission has granted authorisation for uses of:

  • chromium trioxide (EC 215-607-8; CAS 1333-82-0) by Souriau SAS, Amphenol Limited, Amphenol Socapex, ITT Cannon, Connecteurs Electriques Deutsch and Tyco Electronics UK Ltd;
  • potassium dichromate (EC 231-906-6; CAS 7778-50-9) by Connecteurs Electriques Deutsch and Tyco Electronics UK Ltd; and
  • sodium dichromate (EC 234-190-3; CAS 7789-12-0; 10588-01-9) by Souriau SAS, Amphenol Limited, Amphenol Socapex and Tyco Electronics UK Ltd.

Intention to restrict three organophosphate flame retardants submitted

On 6 June 2018, ECHA submitted an intention to restrict three organophosphate flame retardants TCEP (EC 204-118-5), TCPP (EC 237-158-7) and TDCP (EC 237-159-2) in flexible polyurethane (PUR) foams in childcare articles and residential upholstered furniture. The restriction may cover mattresses for adults and textiles as well as other articles. The submission is expected on 12 April 2019.

Updated draft guidance on harmonised information on emergency health response

Updated draft guidance on harmonised information relating to emergency health response under Annex VIII to CLP has been published and is now in consultation with the Enforcement Forum.

ECHA launches targeted consultation on harmonised classification and labelling of butanone oxime

The proposal for the harmonised classification and labelling (CLH) of butanone oxime; ethyl methyl ketoxime; ethyl methyl ketone oxime (EC 202-496-6; CAS 96-29-7) was submitted by Germany (BAuA) and was subject to a public consultation, which ended on 4 September 2017.

During its 45th meeting in June 2018, the Committee for Risk Assessment (RAC) discussed the proposed classifications for eye damage, skin irritation, acute toxicity (oral and dermal), skin sensitisation, STOT-SE and carcinogenicity.

RAC further considered if the substance should also be classified for STOT-RE. However, since STOT-RE was not formally open for commenting during the public consultation, a targeted consultation has been launched.

All interested parties are invited to submit comments directly relevant to the subject of the targeted consultation using the commenting webform by 23:59 (Helsinki time) on 10 July 2018. The comments will be published on ECHA's website.

Three new submissions to harmonise the classification and labelling have been received for:

  • boric acid [1]; diboron trioxide [2]; tetraboron disodium heptaoxide, hydrate [3]; disodium tetraborate, anhydrous [4]; orthoboric acid sodium salt [5]; disodium tetraborate decahydrate [6]; disodium tetraborate pentahydrate [7] (EC -; CAS -) from Sweden;
  • methyl salicylate (EC 204-317-7; CAS 119-36-8) from France; and
  • isoxaflutole (ISO); 5-cyclopropyl-1,2-oxazol-4-yl α,α,α- trifluoro-2-mesyl-p-tolyl ketone (EC 604-222-4; CAS 141112-29-0) from Italy.

A feature of ECHA's website, updated last year, is improved and more efficient metadata. It allows you to look for similar content directly from the page you are visiting. Click the tag at the bottom of the page you are visiting and a new window will open displaying a list of similarly tagged pages in chronological order. This feature, which works in 23 EU languages, replaces the downstream user mindmap (the navigation support for downstream users), which was only available in English.

The sector use map for imaging and printing products has been updated. As part of their update, I&P Europe also provide a Chesar file containing the use description and the input parameters for the worker assessment. A guidance document for the users of the information package is also available.

Have your say: how does your company deal with chemicals in consumer articles?

The German Environment Agency (UBA) is running a survey for suppliers of consumer articles in the context of the EU LIFE project AskREACH. The project will assist companies in providing information about harmful substances in articles to consumers. The survey consists of questions on environmental, regulatory and economic issues. All the data collected will be used for the purposes of the project only. The questionnaire is anonymous and should not take longer than 5 minutes to complete.
