Board of Appeal's press release: The Board of Appeal annuls an ECHA decision

The Board of Appeal has annulled an ECHA decision because it failed to appropriately consider the Appellant's interests when partially rectifying a contested decision. The Board of Appeal has remitted the case to ECHA for re-evaluation.

Research report published on the substitution costs of hazardous chemicals

ECHA publishes a report on the results of research into the estimation of abatement costs for six substances of concern. The aim is to provide lessons to Member States and companies in support of their own work on assessing substitution costs.

Restrictions under REACH

ECHA launches a six-month public consultation on the proposed restriction of 1-methyl-2-pyrrolidone (NMP)

The public are invited to comment on the proposal by 18 March 2014. Early comments are welcome by 29 November 2013 to assist with the first discussions on the proposal.

The key point of the consultation is to identify what risk management measures are already in place in the industry, what the exposure levels related to the use of these risk management measures are, and what the cost of implementing the changes to achieve compliance with the proposed restriction in the suggested time-frame (five years) would be.

Updated Navigator tool helps industry identify obligations under REACH

ECHA has published an update of its online Navigator tool in 23 official EU languages. The Navigator is an interactive tool that helps manufacturers, importers, downstream users and distributors of chemical substances on their own or in mixtures and producers and suppliers of articles to clarify their role in the supply chain and to identify their obligations under REACH. Small and Medium Enterprises (SMEs) that have not yet examined the impact of the REACH and CLP regulations on their business, are strongly advised to use the updated Navigator available in all EU languages.

Public consultation launched on a proposal for revision of the harmonised classification and labelling of glutaraldehyde

The public are invited to comment a harmonised classification and labelling (CLH) proposal for the biocide glutaraldehyde, which already has a harmonised entry in Annex VI of the CLP Regulation. Changes are proposed to the health and environmental classification.

In addition to its biocidal use as a disinfectant, glutaraldehyde is widely used as a laboratory reagent and in the development of X-ray film. The deadline for submitting comments is 11 November 2013.

Biocides: List of active substance suppliers updated

The Biocidal Products Regulation aims to ensure that the costs of data on active substances are shared in a fair manner. Therefore, all active substance manufacturers and importers placing active substances on the EU market must contribute to the costs.
