New intentions and proposal to harmonise classification and labelling
Two new intentions have been received to harmonise the classification and labelling:
- isoxaflutole (ISO); 5-cyclopropyl-1,2-oxazol-4-yl α,α,α- trifluoro-2-mesyl-p-tolyl ketone (EC -, CAS 141112-29-0) from Italy.
- emamectin benzoate (ISO); (4’’R)-4’’-deoxy-4’’-(methylamino)avermectin (EC -, CAS 119791-41-2 (formally 137355-79-6) and 123997-28-4) from the Netherlands.
A new proposal has been submitted to harmonise the classification and labelling:
- resorcinol diglycidyl ether;1,3-bis(2,3-epoxypropoxy)benzene (EC 202-987-5, CAS 101-90-6) from the Netherlands.

Biocides IT tools improved
A new version of the biocides submission tool, R4BP 3, is available with improvements in the user interface and the search and communication functionalities. The SPC Editor for creating summaries of products' characteristics has also been updated.

We have published an update to the Guidance on the BPR: Volume III Human health, Assessment and Evaluation (Parts B+C) to add a new section (Section 5) concerning Estimating Dietary Risk from Transfer of Biocidal Active Substances into Foods for Non-professional Uses.

New version of the ESCom standard phrase catalogue published
The European Chemical Industry Council (Cefic) has updated its catalogue of standard phrases for exposure scenarios. Currently, the ESCom standard phrase catalogue contains 2 503 phrases. These phrases can be downloaded as a Chesar import file and used directly for preparing the exposure scenarios for communication with Chesar (v3.2 and v3.3).

Public consultation on harmonised classification and labelling
ECHA is looking for comments on the harmonised classification and labelling proposals for:
- thiencarbazone-methyl (ISO); methyl 4-[(4,5-dihydro-3-methoxy-4-methyl-5-oxo-1H-1,2,4-triazol-1-yl)carbonylsulfamoyl]-5- methylthiophene-3-carboxylate (EC None assigned; CAS 317815-83-1), an active substance used in plant protection products. It has no existing harmonised classification and labelling in Annex VI of the CLP. Comments are invited on all physical, human health and environment hazard classes with the exception of respiratory sensitisation, aspiration hazard and hazardous to the ozone layer.
- Potassium (oxido-NNO-azoxy)cyclohexane; cyclohexylhydroxydiazene 1-oxide, potassium salt; [K-HDO] (EC -; CAS 66603-10-9), an active substance used in biocidal products as a wood preservative (fungicide). It has no existing harmonised classification and labelling in Annex VI of the CLP. Comments are invited on all physical, human health and environment hazard classes with the exception of aspiration hazard and hazardous to the ozone layer.
- bis(N-hydroxy-N-nitrosocyclohexylaminato-O,O')copper; bis(N-cyclohexyl-diazenium-dioxy)-copper; [Cu-HDO] (EC 239-703-4; CAS 15627-09-5 and 312600-89-8), an active substance used in biocidal products as a preservative of various materials. It has no existing harmonised classification and labelling in Annex VI of the CLP. Comments are invited on all physical, human health and environment hazard classes with the exception of aspiration hazard and hazardous to the ozone layer.
- hexyl 2-(1-(diethylaminohydroxyphenyl)methanoyl)benzoate; hexyl 2-[4-(diethylamino)-2-hydroxybenzoyl]benzoate (EC 443-860-6; CAS 302776-68-7), an industrial chemical mainly used in cosmetics and personal care products. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on the environmental hazards.
The deadline for comments is 12 January 2018 (23:59 Helsinki time).

Public consultation on the first review reports of REACH authorisation
ECHA has launched a public consultation on the first two review reports received in the REACH authorisation process. The review period for two uses of DEHP (EC 204-211-0) contained in recycled soft PVC expires on 21 February 2019. Two out of three authorisation holders, both waste recycling companies, submitted review reports with the aim to allow continued use of DEHP contained in recycled soft PVC.
Additionally a public consultation has started also on the two uses of pentazinc chromate octahydroxide (EC 256-418-0).
