European Commission calls for feedback on substance identity and sameness of complex substances

The 2013 REACH Review concluded that the definition of substance identity and the determination of substance sameness are some of the most challenging aspects of the REACH Regulation. In line with the review actions, the European Commission is now gathering feedback from industry on how the assessment of substance identity and substance sameness can be improved. The aim is to clarify the issues and to find solutions before the 2018 registration deadline.

Share your experiences with substance identity in the registration process and reply to the questionnaire by 7 April 2014.

Chemical safety report/Exposure scenario activities outlined for 2014-15

The second implementation plan for the CSR/ES roadmap sets out the priority actions for 2014-2015, the activities foreseen and lead organisations to achieve the Roadmap's objectives. The main activities include improving the quality of information at the top of the supply chain and support to formulators who have immediate obligations under REACH.

The aim is to improve the information on the safe use of chemicals both in the registrants' REACH chemical safety report and in the extended safety data sheet communicated in the supply chain.

Plan

First REACH registration deadline for Croatian companies on 1 July 2014

Croatian companies manufacturing or importing substances into the European Union that are produced in amounts more than 100 tonnes per year, or that are carcinogenic, mutagenic or toxic to reproduction (CMR, categories 1a and 1b), need to register them with ECHA by 1 July 2014. The pre-registration phase ended on 1 January 2014, by which ECHA received 221 pre-registrations for 206 substances.

Help for companies in relation to the 1 July deadline is available on ECHA's website. A Q&A document translated into Croatian explains, for example, how to transfer registrations already carried out before accession by an Only Representative to the company established in Croatia. So far, ECHA has received 55 registrations from Croatian industry, of which 40 include a change of legal entity from an Only Representative back to the Croatian company.

Companies need to register their chemicals under REACH to continue producing, marketing and using substances legally in the European Union.
