How can SIEF members prove their willingness to register by the deadline?

Helsinki, 30 November 2010 - ECHA advises members of joint submissions to carefully document their situation in cases where they expect the Lead Registrant of their joint submission to submit the lead dossier during the last remaining hours before the deadline today, at 24:00 GMT.

ECHA has repeatedly encouraged Lead Registrants to submit their registration dossiers well in advance of the 30 November deadline in order to allow members of the joint submission adequate time to successfully submit their member dossiers. However, some Lead Registrants may only be able to submit the lead dossier very late today, leaving little time, if any, for members to successfully submit their registrations by the deadline.

ECHA advises member registrants to monitor the progress of their lead in REACH-IT as explained in section 3.3, figure 24 of the Industry User Manual 7: Joint submission. As soon as they see that the lead dossier has been accepted for processing by ECHA they can submit their member dossier. If this has not happened by the end of their business working hours, ECHA advises members to document the situation with a screenshot containing a time stamp and then to submit their dossier as soon as the lead dossier has been accepted for processing, i.e. when ‘lead dossier status' is marked with a green tick in REACH-IT. Should a member only be able to submit their dossier shortly after the deadline, they will then be able to produce documentation of the lead registrant's late submission   to the enforcement authorities in case of inspection.

ECHA reminds companies that REACH-IT will be shut on 1 December 2010 for upgrading and reopened on 2 December 2010.
