Directorate D - Risk Management
The Biocidal Active Substances Unit is responsible for ECHA's activities related to the evaluation of active substances. The unit coordinates scientific assessments performed by ECHA under the Biocidal Products Regulation (BPR) for technical equivalence and Article 95 inclusion. Furthermore, the unit ensures that the Agency's Biocidal Products Committee (BPC) and its working groups operate in an independent, efficient, transparent, and consistent manner so that they can deliver high-quality scientific opinions or agreements. The unit delivers its work on biocides in close collaboration with the Biocidal Products Unit.
The Biocidal Products Unit is responsible for ECHA's activities related to the evaluation of Union authorisations and other related processes. Furthermore, the unit provides administrative and scientific support to the Agency's Biocidal Products Committee (BPC) and its working groups and operates the Secretariat to the Coordination Group. The unit coordinates quality assurance on biocides, planning and reporting, support activities to Helpdesk, guidance, communication and dissemination. The unit delivers its work on biocides in close collaboration with the Biocidal Active Substances Unit.
The Risk Management I Unit co-ordinates risk assessment issues for restriction and application for authorisation, as well as having overall responsibility for the restrictions process and the secretariat of the Risk Assessment Committee (RAC). The unit is responsible for preparing restriction proposals at the request of the Commission, providing supports to MS preparing restriction proposals, and managing the restriction process under REACH and the Batteries Regulation. It provides scientific, technical and/or administrative support to the Committee for Risk Assessment (RAC). The unit delivers its work in close collaboration with the Risk Management II Unit.
The Risk Management II Unit co-ordinates socio-economic analysis, analysis of alternatives and substitution of hazardous chemicals as well as having overall responsibility for the application for authorisation process. It provides the secretariat of the Socio-economic Analysis Committee (SEAC). It manages the application for authorisation process under REACH and provides advice on socio-economic issues under REACH and the Batteries Regulation. It provides scientific, technical, and administrative support to the Committee for Socio-economic Analysis (SEAC). The unit delivers its work in close collaboration with the Risk Management I Unit.
