Po uszeregowaniu substancji według ważności i wybraniu tych kwalifikujących się do zastąpienia należy poszukać potencjalnych alternatyw. Określenie zakresu projektu zastępowania ma kluczowe znaczenie, ponieważ na tym etapie ustala się:
a) poziom zaangażowania interesariuszy, jaki będzie konieczny;
b) cele i zasady leżące u podstaw projektu oraz
c) kryteria decyzyjne co do wyboru alternatyw.
Określenie zakresu projektu zastępowania obejmuje również ustanowienie granic oceny. Dzięki temu można skoncentrować zasoby i nakreślić plan oceny alternatyw z uwzględnieniem skutków dla zdrowia, ścieżek narażenia, segmentów cyklu życia oraz funkcji technicznych / właściwości działania, które należy wziąć pod uwagę.
W pierwszej kolejności należy dokładnie przeanalizować, czy istnieje rzeczywista potrzeba wykorzystania funkcji technicznej zapewnianej przez substancję niebezpieczną i czy istnieją inne sposoby osiągnięcia tego samego celu. Na przykład czy rzeczywiście konieczne jest przekazywanie klientom wydruku paragonu zawierającego niebezpieczne wywoływacze tuszu, czy też odpowiednią alternatywą może być paragon elektroniczny? Szukając ewentualnych alternatyw, należy szerzej przeanalizować dostępne opcje, takie jak możliwe do użycia substancje, techniki i koncepcje produktów oraz zmiany na poziomie organizacji i metodologii.
