Update on our website problems

As you know, over recent weeks we have had problems with our website. Some of the problems have been resolved, others not. We can publish content, but only gradually. We are continuing to work with our contractors to identify the root causes and to put things right as soon as we can. We are very sorry for any inconvenience that this may cause you.

We will let you know once things are running smoothly, and in any case, will update you again next week in the Weekly.


REACH

REACH-IT up and running

The technical issues with REACH-IT have been resolved and the tool is now open. We have contacted all those companies that were not able to successfully submit their dossiers. Again, we apologise for any inconvenience caused by the unexpected closure.

REACH-IT

Restriction dossier for N,N-Dimethylformamide submitted

Italy has submitted a proposal to restrict N,N-Dimethylformamide (DMF) as a substance on its own or in mixtures. ECHA has published the dossier on its website and ECHA's committees will perform a conformity check on the dossier to be finalised at the September plenary sessions of RAC and SEAC. The six-month public consultation on the dossier is expected to start in mid-September 2016 if the dossier passes conformity.

Please note that this consultation concerns DMF as a substance on its own or in mixtures, and not in articles as previously announced.

CLP

List of harmonised classifications updated

The European Commission has recently amended the Classification, Labelling and Packaging (CLP) Regulation, updating the list of substances with a harmonised classification. Companies have to apply the revised classifications for the safe use of these chemicals by 1 March 2018 at the latest.

Biocides Stakeholders' Day: last chance to register

Only one week left to register for our Stakeholders’ Day on 1 September, so book your seat now to get the latest news and advice on biocidal products. Guest speakers will present case studies on in situ substances and on enforcement from a company and Member State perspective. Calls for information

Consultations on harmonised classification and labelling

ECHA is seeking comments on the harmonised classification and labelling proposals for:

  • Nickel (II) sulfide [1]; nickel sulfide [2]; millerite [3] (EC 240-841-2 [1]; 234-349-7 [2]; – [3] and CAS 16812-54-7 [1]; 11113-75-0 [2]; 1314-04-1 [3]). The substance used as an intermediate and in catalysts in the manufacture of other substances as well as in products such as pH regulators. It has an existing harmonised classification and labelling in Annex VI of the CLP Regulation (No. 028-006-00-9). Comments are invited on the acute toxicity and specific target organ toxicity — repeated exposure hazard classes;
  • Diisohexyl phthalate (EC 276-090-2, CAS 71850-09-4), along with its isomers, is used as a lubricant in steering fluid and as a plasticizer. It has no existing harmonised classification and labelling in Annex VI of the CLP Regulation. Comments are invited on the reproductive toxicity hazard class;
  • Phenyl bis(2,4,6-trimethylbenzoyl)-phosphine oxide (EC 423-340-5; CAS 162881-26-7) is used as a photoinitiator. It has an existing harmonised classification and labelling in Annex VI of the CLP Regulation (No. 015-189-00-5). Comments on the skin sensitisation and environmental hazard classes.

Comments can be submitted using a form on ECHA's website until 30 October 2016 at 23:59 Helsinki time (EET).
