Public consultation on harmonised classification and labelling
ECHA is looking for comments on the harmonised classification and labelling proposals for the following substances:
2,2-dibromo-2-cyanoacetamide; [DBNPA] (EC 233-539-7; CAS 10222-01-2) is an active substance used as a disinfectant and preservative in biocidal products. It has no existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on selected physical hazards, on human health hazard classes except respiratory sensitisation and aspiration hazard, and on environment hazard classes.
Tolclofos-methyl (ISO); O-(2,6-dichloro-p-tolyl) O,O-dimethyl thiophosphate (EC 260-515-3; CAS 57018-04-9) is an active substance used in plant protection products as a fungicide. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on selected physical hazards and on human health hazard classes except respiratory sensitisation and aspiration hazard, and environment hazard classes.
Trinickel disulphide; nickel subsulphide;  heazlewoodite  (EC 234-829-6  – ; CAS 12035-72-2  12035-71-1 ) is an industrial chemical mainly used in articles, in formulation or re-packing. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on the acute toxicity hazard class.
Benzyl salicylate (EC 204-262-9; CAS 118-58-1) is an industrial chemical mainly used as an ultraviolet-absorbing substance in air care products, as a biocide (e.g. disinfectant, pest control product), and in perfumes and fragrances, polishes and waxes, and washing and cleaning products. It has no existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on the skin sensitisation hazard class.
The deadline for comments is 18 September 2018, 23:59 Helsinki time.
Targeted consultation on the harmonised classification and labelling of pyrithione zinc
The proposal for the harmonised classification and labelling of pyrithione zinc; (T-4)-bis[1-(hydroxy-.kappa.O)pyridine-2(1H)-thionato-.kappa.S]zinc (EC 236-671-3; CAS 13463-41-7) was submitted by Sweden and was subject to a public consultation, which ended on 7 July 2017.
During its June meeting, the Committee for Risk Assessment (RAC) asked for further information to clarify the aquatic hazard of the substance.
Shortly before the RAC meeting, the zinc pyrithione industry consortium submitted new information on the aquatic toxicity of pyrithione zinc. This included two newly conducted experimental studies on the marine diatom Skeletonema costatum. As the study reports included preliminary results and were clearly marked by the industry representatives as unaudited drafts, the consortium committed to submit to RAC the audited, GLP-compliant full reports for the targeted public consultation.
The consortium submitted this new information to ECHA on 6 July 2018 and 13 July 2018.
All interested parties are invited to submit comments on the subject of the targeted consultation using the webform by 1 August 2018, 23:59 Helsinki time. The comments will be published on ECHA's website.
Updated guidance on applications for technical equivalence
The Guidance on applications for technical equivalence document has been updated. In particular, the update concerns the information on Tier I applications and information requirements and assessment criteria for Tier II applications. A new section on UVCB substances is also available.
