A strategic workshop in March-April 2014 kicked off the revision of ECHA's approach on using compliance checks and other measures to improve the REACH dossier quality. The proceedings have now been published.

The price you pay: see ECHA's first promotional video on consumer rights

We have just published a video on chemical awareness for consumers, "The price you pay". The video is part of our efforts to raise awareness among the general public about the benefits of REACH and the consumer's right to know about any hazardous chemicals contained in the products they buy.

The video is available in 23 languages together with more information for the general public on our "Chemicals in our life" web page.

ECHA's scientific committees give green-light on specific uses of bis(2-ethylhexyl)phthalate (DEHP) and dibutyl phthalate (DBP)

ECHA's Committees for Risk Assessment and Socio-economic Analysis have adopted opinions on an application for authorisation from Roxel (UK Rocket Motors) Ltd. This application concerned i) the industrial use of bis(2-ethylhexyl) phthalate (DEHP) and ii) dibutyl phthalate (DBP) in the manufacture of solid propellants and motor charges for rockets and tactical missiles and iii) on the industrial use of dibutyl phthalate (DBP) within a specialty paint in the manufacture of motors for rockets and tactical missiles.

The Committees concluded that the applicant had demonstrated adequate control and proposed to review the authorisation in four years, in line with the requested review period. The European Commission will make the final decision on the application, based on ECHA's opinions.

Forum REACH-EN-FORCE 3 – Phase 1 Project Report published

The Forum for Exchange of Information on Enforcement has published the report of the first phase of the third coordinated REACH enforcement project (REF-3).

Additionally, a document on the enforcement of the PIC Regulation gives a high level description on how the PIC provisions are enforced on a national level in the EU Member States, defining the various actors involved and their scope of activities related to the enforcement of the PIC Regulation.

EU Ombudsman closes another complaint in ECHA's favour

An NGO complained to the Ombudsman (1301/2013/(FOR)AN) that, in the context of doing compliance checks, ECHA should follow the process described in one of our published factsheets. The Ombudsman concluded that ECHA had been clear in its factsheet and did not challenge the interpretation of REACH as reflected in the factsheet. Moreover, the Ombudsman did not recognise a case of maladministration in the fact that ECHA's guidance covers the situations where registrants may wish to consider testing beyond the minimum requirements established in the REACH Regulation.

Registry of Intentions updated

SVHC

Four new SVHC intentions from Denmark have been added to the Registry of Intentions.

The new intentions are: bis(2-ethylhexyl) phthalate (EC 204-211-0), diisobutyl phthalate (EC 201-553-2), benzyl butyl phthalate (EC 201-622-7), and dibutyl phthalate (EC 201-557-4).

Public consultation on inorganic ammonium salts in cellulose insulation materials

The public consultation on France's report proposing a restriction on the placing on the market of inorganic ammonium salts in cellulose insulation materials remains open from 18 June 2014 to 18 December 2014 with the clarification that it applies to all insulation and not just cellulose wadding. The specific questions on certain aspects of the proposed restriction (e.g. availability of alternatives) remain unchanged and ECHA's Scientific Committees welcome early comments by 1 September 2014 to assist them in the first discussions of the restriction proposal.

Important reminder for PIC exporters

In order to migrate your data (export notifications, special RIN requests and details on mixtures and articles) from EDEXIM to the new submission system, ePIC, the "ownership" of the data must be digitally assigned to your company using a unique identifier that is recognised by both systems. This Legal Entity Universal Unique Identifier (LE UUID) can be obtained from the REACH-IT application. Please log into EDEXIM, where you will find detailed instructions, and provide your LE UUID no later than 22 August 2014.
