Zodra u een lijst van uw stoffen met hun prioriteit hebt vastgesteld en enkele stoffen ervan hebt geselecteerd voor vervanging, is het tijd om op zoek te gaan naar mogelijke alternatieven. Het is van cruciaal belang om de reikwijdte van het vervangingsproject vast te stellen, aangezien u in dit stadium bepaalt:
a) in welke mate u voornemens bent belanghebbenden bij het project te betrekken;
b) de doelstellingen en beginselen die aan het project ten grondslag liggen, en
c) de beslissingscriteria voor het kiezen van een alternatief.
Bij het vaststellen van de reikwijdte van het vervangingsproject stelt u ook grenzen voor de beoordeling vast. Dit helpt om hulpmiddelen te concentreren en een plan op te stellen voor de beoordeling van alternatieven, inclusief de gezondheidseffecten, blootstellingswegen, levenscyclussegmenten en technische functionaliteiten en prestaties die moeten worden bestudeerd.
Als eerste stap dient u zorgvuldig na te gaan of de technische functionaliteit die de gevaarlijke stof biedt, werkelijk noodzakelijk is en/of er andere manieren zijn om hetzelfde doel te bereiken. Moet u bijvoorbeeld uw klanten echt een gedrukt ontvangstbewijs verstrekken, dat gevaarlijke inktontwikkelaars kan bevatten, of zou een elektronisch ontvangstbewijs een geschikt alternatief zijn? Als u denkt aan mogelijke veiligere alternatieven, kijk dan eens met een ruimere blik naar uw opties, zoals stoffen, technieken, productontwerpen en organisatorische of methodologische aanpassingen waarvan u gebruik zou kunnen maken.
