Member State investigations on testing proposals
ECHA has collected information from national enforcement authorities about tests that registrants had conducted without first submitting a testing proposal to ECHA. The national authorities reported that they had not found any incompliance in 92% of the cases.

Are you an SME registering for 2018? Reply to our survey by 2 June
We would like to get your feedback on the registration process to improve it and to further help small and medium-sized enterprises in the run-up to the deadline. The survey will take 10-20 minutes to complete. All replies will be treated with confidentiality. The survey has been contracted to an external contractor and is aimed at SMEs registering chemical substances under REACH.

Registration manual updated
The manual on ‘How to prepare registration and PPORD dossiers’ has been updated, among others things, with a new chapter on how to create a full opt-out member dossier after a dispute. The update also includes clarifications on the requirements for submitting a chemical safety report (CSR) and on how to describe intermediates uses.

List of lead registrants updated
We have updated the list of substances for which a lead registrant has been declared in REACH-IT. It now includes 10 662 substances.

Committees’ opinions on applications for authorisation available
The consolidated opinions of the Committees for Risk Assessment and Socio-economic Analysis for two uses of sodium dichromate (EC 7789-12-0; CAS 10588-01-9) by Ilario Ormezzano Sai Spa are available on our website.

New release of ePIC
The next release of ePIC is expected to go live on 30 May. It further improves how explicit consents for the designated national authorities are managed and provides enhanced search criteria and more data on the chemicals subject to PIC.

Reports on actual PIC exports and imports for 2014 and 2015 available
The reports on actual exports and imports which took place under the Prior Informed Consent (PIC) Regulation in 2014 and 2015 have been published on ECHA's website. We have included one table, which highlights the exporting and importing countries and one which is more chemical based. In addition, the PDF reports are accompanied by searchable lists of the chemicals.

Downstream users
Further steps toward implementing the use map approach
Downstream user sectors associations, registrants and ECHA met in early May at two one-day workshops on implementing the use map approach. The first workshop looked at converting sector use maps into a Chesar format so that registrants can easily import them when performing their chemical safety assessment with Chesar. During the second workshop, stakeholders kicked off a project to show through a practical real life exercise how sector use maps work for registrants and formulators. Both workshops were organised under the ENES umbrella.

New draft for REACH guidance update available
A new draft for updated ECHA guidance on REACH has been sent for the next consultation step:
- Guidance on Information Requirements and Chemical Safety Assessment – Chapter R.7a, Section R.7.5 (related to repeated dose toxicity) sent for CARACAL consultation.
The new draft has been uploaded to the ongoing guidance consultations page on ECHA's website.
Potential registrants for the 2018 deadline may be interested in already viewing the new draft document.

Public consultation on harmonised classification and labelling
ECHA is looking for comments on the harmonised classification and labelling proposals for:
- 2,2-bis(bromomethyl)propane-1,3-diol (EC 221-967-7; CAS 3296-90-0): used in the manufacture of plastic products for food packaging and storage, toys and mobile phones. It has no existing harmonised classification and labelling in Annex VI to CLP. Comments invited on germ cell mutagenicity and carcinogenicity hazard classes;
- dimethyl disulphide (EC 210-871-0; CAS 624-92-0): mainly used as a catalyst in the petrochemical industry and as an intermediate in the manufacture of fine chemicals, but also intended to be used as an active substance in plant protection products. It has no existing harmonised classification and labelling in Annex VI to CLP . Comments on the hazard classes for flammable liquid, acute toxicity, skin corrosion/irritation, serious eye damage/eye irritation, skin sensitisation, germ cell mutagenicity, reproductive toxicity, specific target organ toxicity after single or repeated exposure, aspiration hazard and hazardous to the aquatic environment are invited;
- paclobutrazol (ISO); (2RS,3RS)-1-(4-chlorophenyl)-4,4-dimethyl-2-(1H-1,2,4-triazol-1-yl)-pentan-3-ol (CAS 76738-62-0): used as an active substance in plant protection products e.g. as a fungicide and as a plant growth retardant. It has no existing harmonised classification and labelling in Annex VI to CLP. We invite you to provide comments on all physical, human health and environment hazard classes.
- pyrithione zinc; (T-4)-bis[1-(hydroxy-.kappa.O)pyridine-2(1H)-thionato-.kappa.S]zinc (EC 236-671-3; CAS 13463-41-7): used as an active substance in biocidal products, and also used or intended to be used in cosmetic products, as a disinfectant and as a preservative in e.g. construction materials, films, fibres, leather and polymerised materials. It has no existing harmonised classification and labelling in Annex VI to CLP. Comments on all physical, human health and environmental hazard classes except respiratory sensitisation, aspiration hazard and hazardous to the ozone layer are invited.
The deadline for comments is 7 July 2017, 23:59 Helsinki time (EET).
