Dopo avere assegnato la priorità alle proprie sostanze e dopo averne selezionate per la sostituzione, è il momento di cercare potenziali alternative. Stabilire la portata del progetto di sostituzione è fondamentale, perché questa è la fase in cui si determina:
a) il livello di coinvolgimento delle parti interessate che si intende intraprendere;
b) gli obiettivi e i principi alla base del progetto e
c) i criteri di decisione su quale alternativa scegliere.
L’indicazione della portata del progetto di sostituzione comporta anche la definizione dei limiti ai fini della valutazione. Ciò aiuta a concentrare le risorse e a delineare un piano per valutare le alternative, comprendente la pianificazione degli effetti per la salute, delle vie di esposizione, dei segmenti del ciclo di vita e delle caratteristiche di funzionalità tecnica/prestazione di cui tenere conto.
Occorre anzitutto considerare attentamente se la funzionalità tecnica offerta dalla sostanza pericolosa sia veramente necessaria e/o se esistano altre soluzioni per conseguire lo stesso obiettivo. Per esempio, rilasciare ai propri clienti una ricevuta stampata che possa contenere sviluppatori di inchiostro pericolosi è davvero necessario oppure una ricevuta elettronica potrebbe costituire una valida alternativa? Quando si pensa a possibili alternative più sicure, occorre esaminare in modo più approfondito le opzioni a propria disposizione, come le sostanze, le tecniche e le progettazioni dei prodotti, gli adattamenti organizzativi o metodologici utilizzabili.
