ECHA stabilises guidance two years ahead of the 2018 REACH deadline
ECHA will refrain from further updates to REACH guidance documents that impact registration from 31 May 2016 onwards. Guidance documents will only be updated in rare cases, e.g. when REACH legislation has been modified or IT tools updated. Update on which documents will be subject to change during the moratorium will be given before 31 May 2016.

New webform to submit requests for change of substance identifier
If you need to change the main chemical identifier of your registration (e.g. the EC number), you should no longer contact the ECHA Helpdesk but submit a request through a specific webform. All relevant information needed for the change, as well as a Joint Submission Plan template, are included in the form.

New IT systems for authorities to access enforcement information
National authorities now have one single hub to access REACH-IT, IUCLID and other information to do their enforcement work, for example, to check when a company has registered a substance, for what tonnage and what the intended uses are. Authorities can also search information on substance evaluation and risk management.

Biocides
Notify interest in four active substances used in disinfectants
The interested parties for four substance/product-type combinations in the biocides review programme have withdrawn their interest to get them approved. Notify ECHA by February 2017 to keep the combinations in the approval process.

Public consultation on four proposals to identify new substances of very high concern
The substances and examples of their uses are:

Benzo[def]chrysene (Benzo[a]pyrene) (EC 200-028-5; CAS 50-32-8). Not registered under REACH. Normally not produced intentionally but rather occurs as a constituent or impurity in other substances.

1,7,7-trimethyl-3-(phenylmethylene) bicyclo[2.2.1]heptan-2-one (3-benzylidene camphor) (EC 239-139-9; CAS 15087-24-8). Not yet registered under REACH but used in sunscreens and other cosmetics.

(±)-1,7,7-trimethyl-3-[(4-methylphenyl)methylene]bicyclo[2.2.1] heptane-2-one (4-methylbenzylidene camphor) (EC 253-242-6; CAS 36861-47-9). Not yet registered under REACH but used in sunscreens and other cosmetics.

Dicyclohexyl phthalate (DCHP) (EC 201-545-9; CAS 84-61-7). Used in plastisol and in PVC, rubber and plastic articles. Used also as a phlegmatiser and dispersing agent for formulations of organic peroxides. DCHP was previously withdrawn from the SVHC identification process in 2015. You are invited to re-submit comments in this new call.
