Understanding the Waste Framework Directive

The Waste Framework Directive sets out legislation addressing the impact of inappropriate waste management on greenhouse gas emissions, air pollution and littering.

As part of the implementation of the EU’s action plan for the circular economy adopted in 2015, the revised Waste Framework Directive entered into force in July 2018. It gave ECHA the task to develop a database with information on articles containing substances of very high concern (SVHCs) from the Candidate List. New substances are regularly added to the Candidate List under REACH.

The information in the database will help waste operators in sorting and recycling articles that contain SVHCs, and support consumers in making informed choices and considering how to best use and dispose of such articles. Overall, the database should contribute to the progressive replacement of substances of concern in articles and to the development of safer alternatives.

The database will contain information submitted to ECHA by companies that produce, import or supply articles containing SVHCs. These articles can be produced in the EU or imported from non-EU countries.

4 July 2018 - Revised Waste Framework Directive enters into force

Early 2020 – Prototype of database ready for testing

5 January 2021 - Notification duties for suppliers of articles enter into force
