Ausschuss für Biozidprodukte
Der Ausschuss für Biozidprodukte (BPC) bereitet die Stellungnahmen der ECHA in Bezug auf verschiedene BPR-Prozesse vor. Die endgültigen Entscheidungen werden von der Europäischen Kommission getroffen. Bei den Prozessen handelt es sich um:
- Anträge auf Genehmigung und auf Verlängerung der Genehmigung von Wirkstoffen
- Überprüfung der Genehmigung von Wirkstoffen
- Anträge auf Aufnahme in Anhang I von Wirkstoffen, die die Voraussetzungen des Artikels 28 erfüllen, sowie Überprüfung der Aufnahme solcher Wirkstoffe in Anhang I
- Bestimmung von als zu ersetzende Wirkstoffe eingestufte Wirkstoffe
- Anträge auf Unionszulassungen für Biozidprodukte und auf Verlängerung, Aufhebung und Änderung von Unionszulassungen, sofern die Anträge nicht verwaltungstechnische Änderungen betreffen
- Wissenschaftliche und technische Fragen in Bezug auf die gegenseitige Anerkennung gemäß Artikel 38
- Auf Ersuchen der Kommission oder der Mitgliedstaaten ist der BPC außerdem verantwortlich für die Ausarbeitung einer Stellungnahme zu etwaigen anderen Fragen, die sich aus der Anwendung der BPR in Bezug auf Risiken für die Gesundheit von Menschen und Tieren oder Umweltrisiken sowie hinsichtlich technischer Leitlinien ergeben.
Zusammensetzung
Jeder Mitgliedstaat ist berechtigt, ein Mitglied für den BPC für eine Amtszeit von drei Jahren zu benennen. Eine Wiederernennung ist zulässig. Die Mitgliedstaaten können auch einen Stellvertreter benennen.
Antragsteller können an Diskussionen des BPC teilnehmen. Die Tagesordnung für Sitzungen des BPC werden spätestens 21 Tage vor einer Sitzung veröffentlicht. Wenn Antragsteller in Bezug auf ihren Tagesordnungspunkt teilnehmen möchten, müssen sie das BPC-Sekretariat (BPC (at) echa.europa.eu) kontaktieren und insbesondere den in Abschnitt 3 des Verhaltenskodex für Antragsteller, die im BPC und seinen Arbeitsgruppen teilnehmen, beschriebenen Ansatz befolgen.
