Calls for comments and evidence allow interested parties to signal their interest and express their views and concerns in the preparatory phase of the restriction proposal. They also let interested parties comment on the different documents under preparation in ECHA in relation to restrictions, such as reports on substances in articles and guidelines on restriction entries.

Additional information to justify or support comments made is also welcomed. The information gathered will provide an input into developing Annex XV restriction dossiers or other documents. When we open a call for comments and evidence, we intend to give parties who otherwise might not have been identified and consulted a chance to submit information.

The calls for comments and evidence do not take the place of the public consultation on restriction proposals developed by Member States or ECHA, which forms a standard part of the restriction process.

Objective of the call

This call for evidence is organised in the frame of ECHA’s investigation on PVC and its additives (see Commission request).

In consultation with targeted stakeholders, ECHA compiled a list of additives currently used in PVC.
From that list, ECHA selected a subset of additives currently used as heat stabilisers, plasticisers and/or flame retardants in PVC (aka ‘additives in focus’).

In this call for evidence, we are requesting information on 1) alternative substances to the currently used ‘additives in focus’ in PVC and 2) additives used in alternative plastics to PVC.

For part 1, the information we request includes a list of alternatives to the currently used ‘additives in focus’, the availability of the potential alternatives to currently used ‘additives in focus’, the performance of these alternatives in relation to key performance criteria (KPC), and ‘additives in focus’ that cannot be replaced. We also collect information related to substitution costs and transitional period.

For part 2, ECHA has compiled a tentative list of alternative plastics to PVC and asks which additives (not limited to ‘additives in focus’) are used in these plastics. Stakeholders are invited to make additions to the ECHA’s tentative list of alternative plastics (pre-filled excel-file), and to provide information for the additives used in alternative plastics in their chosen data format (e.g. excel, pdf).

Target group
Companies, industry associations and other organisations (including Member States) with an interest in PVC and its additives and/or alternative plastics are invited to provide information.
