BREFs or ‘BAT reference documents’ are documents resulting from the exchange of information organised pursuant to Article 13 of Industrial Emissions Directive (IED, 2010/75/EU). BREFs provide information for specific industrial/agricultural sectors on -the processes and applied techniques used in the sector -current emissions and consumption levels -techniques considered for the determination of the best available techniques (BAT) -‘BAT conclusions’ and any emerging techniques.
‘BAT conclusions’ are the key element of the BREFs and lay down the conclusions on best available techniques, their description, information to assess their applicability, the emission levels associated with the BAT, associated monitoring, associated consumption levels and, where appropriate, relevant site remediation measures. In accordance with Article 14(3) of Directive 2010/75/EU, BAT conclusions shall be the reference for setting permit conditions for installations covered by the Directive. The IED replaces the IPPC Directive and other sectorial directives as of 7 January 2014. The full list of the BREFs adopted by the European Commission can be downloaded from the website of the European IPPC Bureau.
