According to the REACH Regulation 1907/2006, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms).


The test item contains chlorines but these are chemically bonded only to carbon, therefore the study was not conducted.

Justification for classification or non-classification

According to the CLP Regulation (EC) n. 1272/2008, 2.14.4.1 section, for organic substances or mixtures the classification procedure for the oxidising solid class shall not apply if the substance or mixture contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen.


The test item contains chlorines bonded only to carbon therefore the substance is not classified as oxidising.
