Atmospheric Pollutants Emission Reductions Directive

Directive (EU) 2016/2284 of the European Parliament and of the Council of 14 December 2016 on the reduction of national emissions of certain atmospheric pollutants, amending Directive 2003/35/EC and repealing Directive 2001/81/EC (Text with EEA relevance)

Scope

This Directive establishes the emission reduction commitments for the MS' anthropogenic atmospheric emissions of sulphur dioxide (SO2), nitrogen oxides (NOx), non-methane volatile organic compounds (NMVOC), ammonia (NH3) and fine particulate matter (PM2,5) and requires that national air pollution control programmes be drawn up, adopted and implemented and that emissions of those pollutants and the other pollutants referred to in Annex I, as well as their impacts, be monitored and reported. European Environment Agency (EEA) EIONET/Reporting Obligation Database containing the MS national emission inventories as reported to the Commission and the EEA. Member States emission inventories MS shall prepare and annually updated emission inventories for pollutants set out in Table A of Annex I. (Art.8 (1)) MS may prepare and annually update national emission inventories for pollutants set out in Table B of Annex I. (Art. 8(2)) MS shall prepare and update every 4 years spatially disaggregated national emission inventories and large point source inventories and, every 2 years, national emission projections for the pollutants set out in Table C of Annex I. MS shall draw up an informative inventory report, which shall accompany the national emission inventories and projections, in accordance with requirements set out in Table D of Annex I.

Format for industry submission

This is regulated by the MS national pieces of legislation transposing the Directive. Format for the MS national emission inventories is defined by the EEA; however, not regulated by any Commission act. Format for preparation of the MS National air pollution control programmes shall be specified by the Commission by means of implementing act. The format is expected to be defined by the end of 2017.

Member States submit emission inventories to the Commission and the EEA. EEA consolidates and submits at the EU level data to the UNECE.
