This page provides further information on the applications for authorisation or review reports, which have undergone consultation. The applications for authorisation are in the opinion development phase until the final opinions of the Committees for Risk Assessment and Socio-economic Analysis have been adopted and sent to the European Commission. Its decision-making process can be followed through the comitology register, where further information is published about the REACH Committee's past and upcoming meetings.

On 1 February 2020, the United Kingdom (UK) withdrew from the EU. The transition period provided by the withdrawal agreement ended on 31 December 2020. As of 1 January 2021, an application for an authorisation submitted by a person established in the UK (except Northern Ireland) is no longer valid in the EU, unless that application has been transferred to a legal entity established in the EU or Northern Ireland before the end of the transition period. Therefore, authorisation applications and decisions in so far as these concern persons established in the UK (except Northern Ireland) are no longer considered valid.

Tricholoroethylene (TCE or TRI) is used for industrial parts cleaning in closed process, using equipment with internal solvent abatement and recycling loops and closed loop solvent transfer (for fresh and spent solvent), using safety containers with controlled solvent access only.

Clarification to the use applied for:
Given the wide variety of industrial processes where surface cleaning by vapour degreasing is used, the applicant considered it is not feasible to describe each 'Use-Case' separately and to evaluate the suitabiliy for alternatives for each 'Use-Case'. The applicant suggests that the assessment of a use-case against certain use parameters is the responsibility of the downstream user. Thus the applicant described the scope of the use applied for by means of the presence or absence of certain use parameters. These parameters are described in chapter D3 of the Analysis of Alternatives and in the Selection Grid and Suitability Matrix (Part A and B of Annex II to the Analysis of Alternatives).

The following properties of TCE essential for the use:

  • TCE provides excellent solvency power to guarantee a complete removal of a broad variety of different soils, including difficult soils such as corrosive soils, metal soaps, certain cutting fluids, heavy polishing and lapping compounds, waxes and polymer films.
  • TCE can be removed from the part at low/optimum temperatures without leaving residues (temp. > 100°C, energy efficient, needed for temperature sensitive products, avoidance of solvent or soil degradation, risk that residues remain for high-boiling solvents, water condensation for low boiling solvents)
  • TCE allows for prediction of soil compatibility, easy monitoring for degradation and acidification of the cleaning system and easy corrective measures by re-stabilization. This is important as degradation processes occur in closed systems, due to continuous recycling and contact with different soils.
  • TCE has ideal properties to ensure sufficient heat storage in cleaned parts for complete drying, even under difficult conditions (like temp. constraints) and in vacuum systems.
  • TCE provides good stability during repeated extraction and recycling and does not affect pipes and machines
  • TCE has ideal wetting properties to enable proper soil removal from complex surfaces due to its high solubilisation/ dissolution of soil together with low surface tension and low viscosity
  • TCE does not affect (Polyethylene) PE and (Polystyrene) PST at temperatures < 100°C and shows compatibility with a wide range of materials and soils; it shows best versatility for varying cleaning process requirements and conditions.
  • TCE is not flammable.
  • TCE is stable during repeated extraction and recycling.
