Through this dynamic procurement system (DPS), ECHA plans to acquire services related to the planning, consultation, management, operations, development and maintenance of various digital services and information systems.

Services include:

• Project management and integrator
• Consulting and advisory
• Application and software development and maintenance (analysis, design, implementation, integration, migration)
• Quality assurance and testing
• Platform, technology, and infrastructure management and operations
• Services related to Public Cloud
• Service design, management, and governance
• Security Operations Centre (SOC) and other Cyber security services
• Artificial Intelligence

The exact scope and requirements of each Contract will be determined at the level of the procurement documents of the respective mini-competitions.

Mini-competitions

ECHA is planning to launch the first mini-competitions (MCs) under the Dynamic Purchasing System ECHA/2024/DPS 01 for the provision of IT services to ECHA. The indicative timeline and scope of these MCs are as follows:

MC1 – Framework Service Contract: Provision of Services on Microsoft technologies

• Timeline: targeted launch of the competition by the end of June 2024
• Scope: Large coverage of services indicated in DPS, specifically related to Microsoft cloud (e.g., Power Platform, incl. Power BI, SharePoint Online, D365, Exchange Online) and non-cloud (e.g., .NET Framework, ASP.Net, SharePoint 2016, Active Directory, MIM)
  • Project management and integrator services
  • Consulting and advisory services
  • Application and software development and maintenance services
  • Platform and technology management and operations
  • Service management and governance

MC2 – Provision of Security Operations Centre (SOC) services to ECHA

• Timeline: indicative launch of the competition in Q4/2024
• Scope: Security Operations Centre (SOC) services such as managed 24/7 security monitoring as well as vulnerability management and incident response

To be invited to those MC, interested suppliers shall register and submit their applications to the DPS, and be accepted as participants in the DPS, before the respective MCs are launched. Therefore, we urge especially the companies interested in the above MCs to ensure they do not miss their chance to participate.
