The applications for authorisation are in the opinion development phase until the final opinions of the Committees for Risk Assessment and Socio-economic Analysis have been adopted and sent to the European Commission. Broad information on use applied for (conditions of use and function)
Key elements on the conditions of uses and functional requirements:
- Process temperatures in closed systems: up to 180˚C.
- Process temperatures during activities involving operator’s action: < 40 ˚C.
- The solid recyclates contain typically less than 10% of DEHP with maximum concentrations below 20%.
- Technical function: DEHP does not play any specific functional role for the applicants: it is merely present as a (largely unwanted) impurity from the original waste in the recyclate material. Nevertheless, the limited presence of DEHP in the recyclate material may facilitate its processing into new PVC articles, by reducing the amount of pure (or ‘virgin’) DEHP or other plasticizers that must be added to the compounds before new flexible PVC articles are produced. The use of pure DEHP and the use of virgin PVC granulates are not covered by this application for authorisation.
- The range of articles produced from recycled soft PVC is limited and consists mainly of products made for outdoor use, such as water-proofing and geo-membranes, profiles and gaskets, vehicle splash guards, traffic cones and traffic sign components, ropes and garden hoses and roofing.
- Products used in the professional environment include industrial flooring, stall mats, noise insulation and other membranes, tarpaulin parts, technical profiles and gaskets, as well as footwear (PVC safety boots and PVC work boots).
- Consumer articles made from recycled soft PVC are mainly (gym, door and car) mats, back layers of flooring, footwear (sandals, clogs and wellington boots, outer soles of shoes), luggage, outdoor seats, and handles.
