In Bulgaria, REACH and CLP Regulations are implemented by the legal framework, provided by the Law of protection from the harmful impact of the chemical substances and mixtures. The law allocates the responsibility for the REACH and CLP enforcement to a number of enforcing authorities. The Law requires other competent authorities to cooperate and share information with the bodies responsible for the REACH and CLP enforcement and specifies the necessity for coordinated and harmonized enforcement by the means of, inter alia, joint inspections and common enforcement guidelines. The Law of protection from the harmful impact of the chemical substances and mixtures also lays down the offences and penalties for contraventions of REACH and CLP requirements.

Authorities responsible for REACH enforcement
The authorities with responsibilities to enforce REACH and CLP in Bulgaria are those who are legally appointed to protect and control the human health, occupational safety, and the environment:
- the Ministry of environment and water (MoEW) through the Regional inspectorates for environment and water;
- the Ministry of health (MoH) through the Regional inspectorates for protection and control of public health;
- the Executive Agency "General labour inspectorate" within the Ministry of labour and social policy.
Authorities responsible for Biocides enforcement
In Bulgaria, BPR Regulation is implemented by the legal framework, provided by the Law of protection from the harmful impact of the chemical substances and mixtures. The law allocates the responsibility for the BPR enforcement. The Law of protection from the harmful impact of the chemical substances and mixtures also lays down the offences and penalties for contraventions of BPR requirements.
