The Biocidal Products Committee adopts five opinions
The Biocidal Products Committee (BPC) met for the 10th time from 14 to 16 April 2015.
The Committee adopted five opinions; six other opinions are expected to be adopted by written procedure. The opinions are for active substances in biocidal products used as disinfectants, slimicides and metal working or cutting fluid preservatives.
The BPC has also agreed to the participation of Switzerland in the work of the BPC, following the signature of a Mutual Recognition Agreement between the Commission and the Swiss Confederation.

How to add a new substance/product-type combination in the review programme
ECHA has started to publish the list of active substances that may be added to the review programme following a successful declaration of interest to notify made in application of Article 16 of the Review Programme Regulation (Regulation (EU) No 1062/2014). A webform is available to declare your interest.
The next step is the actual notification which has to be made by the deadline indicated: a company notifies ECHA that it is willing to take over the role of participant.

Member States and ECHA to update information on biocidal product authorisations
ECHA and the Member State competent authorities will correct and complete information in the biocides submission tool, R4BP 3, regarding the product authorisations that have expired in error.

New consultation launched on proposal to revise the harmonised classification and labelling of nicotine
ECHA has started a 45-day public commenting period on the harmonised classification and labelling (CLH) proposal for nicotine (EC 200-193-3). Nicotine in its pure form already has an harmonised classification in Annex VI of Regulation 1272/2008 (CLP) as Acute Tox. 3* (Toxic if swallowed, * minimum classification) and Acute Tox. 1 (Fatal in contact with skin). Recently, due to the minimum classification for oral toxicity, uncertainties appeared on how to derive the classification and labelling of nicotine mixtures.
The CLH proposal was submitted by the Netherlands. The dossier submitter is proposing to change the minimum classification Acute Tox. 3* (Toxic if swallowed) into Acute Tox. 1 (Fatal if swallowed) and to add Acute Tox. 2 (Fatal if inhaled) of pure nicotine.
In recent years the use of nicotine in treating nicotine dependence has increased. Controlled levels of nicotine are delivered to users through gums, dermal patches, tablets or nasal sprays. Nicotine is also used in electronic cigarettes (e-cigarettes).
The final date for submitting comments for the proposal is 5 June 2015.

The webinar aims to give information to companies that do not have previous experience of registering chemicals under the REACH Regulation. You will also get a clear indication on how to move forward and where to find further information. Finally, the webinar will include a Q&A session where we will address any outstanding issues related to the topic.

The conference is open to all, free-of-charge. A live webstream will also be available and a link will be published on the ECHA homepage on the morning of the event.

Biocides Stakeholders' Day – registration open
1 September 2015, Helsinki
Biocides Stakeholders' Day will take place on 1 September, which is the three-year anniversary of the entry into operation of the Biocidal Products Regulation (BPR).
The programme will focus on case studies and experiences from companies. There will also be presentations on the regulation and available tools and support.
The day is open to all and the content will be of particular relevance to European and national trade associations, SMEs, large companies, alternative suppliers and environmental as well as health NGOs.
Online registration is now open. There are a limited number of places available on a first-come, first-served basis; so register now to ensure yours.
