Upcoming seminars for future applicants for authorisation

On 11 and 12 February 2013, ECHA will host a seminar on applications for authorisation specifically designed for future applicants. The aim is to raise the overall understanding of the authorisation application procedure via presentations, discussions and feedback from the industry. Due to space constraints, participants will be selected through an application process which will open on 10 December 2012. Priority will be given to future applicants not having had a chance to participate in the seminar held on 1 and 2 October 2012. A similar seminar is also planned to take place sometime during June 2013. The registration is now open until 11 January 2013.

Preliminary results of enforcement project point to high rates of incompliance among chemical formulators

4 December 2012

The preliminary results of REACH-EN-FORCE-2 were presented to the participants of the 13th plenary meeting of the Forum which took place from 27 to 30 November 2012 in Helsinki. The project looked at the obligations of formulators of mixtures and the quality of safety data sheets (SDSs). The results highlighted the serious efforts Member States are taking to establish a harmonised approach to enforcement.

First wave of proposals to test substances examined

3 December 2012

ECHA has examined all proposals to test substances submitted by the first REACH Registration deadline and has issued draft or final decisions to companies by the legal deadline of 1 December 2012. This is an important step in the REACH process – making sure that data gaps are filled but at the same time avoiding unnecessary testing on animals.

ECHA updates its CSR illustrative example with IUCLID and Chesar data files

30 November 2012

To support companies in complying with their obligations under REACH, ECHA released an illustrative example of a chemical safety report in May 2012. Now, the example has been updated to align it with the IT tools available to registrants to undertake and document their chemical safety assessment (IUCLID 5.4 and Chesar 2.1).

Reminder to companies of obligations for substances and mixtures coming into effect from 1 December 2012

29 November 2012

Companies must label and package all hazardous substances according to the CLP Regulation and update their SDSs for substances and mixtures to comply with the amendments of the REACH Regulation by 1 December 2012.

Member States' Risk Assessments performed under the old chemicals regulation are now available on ECHA's website

Before REACH entered into force, chemicals were regulated by a number of different regulations and directives. The Council Regulation (EEC) No 793/93 - also known as the Existing Substances Regulation (ESR) - was one of these. It introduced a comprehensive framework for the evaluation and control of "existing substances", i.e. substances that were on the market before 1982. The ESR stated that the Commission, in consultation with the Member States, would regularly draw up lists of priority substances which require immediate attention because of their potential effects to human health or the environment. Between 1994 and 2007, when REACH entered into force, four such priority lists were published, with a total of 141 substances. ECHA has now added the Risk Assessments performed by the Member States for the substances to its website, in the section "Information on Chemicals".
