ECHA is reminding companies that new rules on classification, labelling, packaging and notification of chemical substances came into force on 1 December 2010. For many substances, you need to notify the CLP classification to ECHA by 3 January 2011.

REACH-IT will be open between Christmas and New Year for CLP notifications

To help industry to submit their CLP Notifications in time, ECHA has decided to keep the REACH-IT system and its Helpdesk exceptionally open from 27 December until 30 December 2010. In addition, the Helpdesk will be open on 3 January 2011 until 17.00 and REACH-IT until 24.00 GMT.

Last call to Notify substances to the Classification and Labelling Inventory

Importers and manufacturers must notify the correct classification and labelling of substances that are hazardous or subject to registration under REACH. There is no need to notify for substances which have already been registered under REACH unless the registered classification information needs to be updated. Companies have already submitted successfully more than 2 million notifications. You have until 3 January 2011, 24:00 GMT to notify.

ECHA recommends that eight substances of very high concern be subject to authorisation

The European Chemicals Agency has submitted to the European Commission a recommendation that eight chemical substances of very high concern should in future not be used without authorisation. Four of the substances are classified as both carcinogenic and toxic to reproduction, three as carcinogenic and one as toxic to reproduction. They are all used in processes or products to which workers or consumers are exposed.

ECHA recommends companies to consult the current draft Guidance on Substances in Articles

As from 1 June 2011, companies may have to notify to ECHA Substances of Very High Concern that are present in articles they produce and import. The latest draft of this Guidance is useful as an orientation for companies regarding their obligations for substances in articles and the decision-making process as to whether an object is an article. EU Member States still diverge on the legal interpretation of the 0.1% threshold. Further clarification on this issue is expected soon.

ECHA publishes a new manual to explain how to derive a public name for a substance when registrants wish to request the IUPAC name as confidential

Registrants must provide a public name if they want to keep the chemical IUPAC name for their substance as confidential. The new manual tells registrants how to derive a public name for a substance for which they request to keep the IUPAC name as confidential, as permitted in certain circumstances in accordance with Article 10(a)(xi) of the REACH Regulation. The rules presented in the manual describe the masking of various structural elements from the IUPAC name in order to derive a public name with a single level of masking. In certain circumstances up to three levels of masking may be permitted if the registrant provides a valid justification for each additional level of masking.

ECHA publishes five guidance documents 

ECHA has issued an update of the Guidance on Information Requirements and Chemical Safety Assessment (Chapters R.8, R.18 and R.5) as well as an update of the Guidance on Intermediates. Companies are invited to consider the need to update their registrations dossiers in line with this guidance. A new Guidance on the Communication of Information on the Risks and Safe Use of Chemicals was also published.
