the study does not need to be conducted because the substance is an organic substance or mixture containing chemical groups associated with explosive properties, but the exothermic decomposition energy is less than 500 J/g and the onset of exothermic decomposition is below 500°C

JUSTIFICATION FOR DATA WAIVING
In accordance with column 2 of REACh Annex VII, the study does not need to be conducted if there are no chemical groups associated with explosive properties present in the molecule.
According to Regulation (EC) N°1272/2008 (CLP) criteria and screening procedure (as listed in appendix 6 to the UN Recommendations on the Transport of Dangerous Goods - Manual of Tests and Criteria (6th revised edition, 2015) or in the ECHA endpoint specific guidance on information requirements (R.7a, v6.0, July 2017, §R.7.1.11), a N-N bond was identified as a REACTIVE GROUP.
However the azo compound does not belong to the known reactive aliphatic azo or diazirines family.
Oxygen Balance cannot be calculated due to absence of oxygen in the molecular formula.
Moreover, from the relative self-ignition testing presented under IUCLID section 4.12, no reaction occured up to 400°C.
Then explosive properties are not anticipated, and the acceptance procedure for Class 1 explosives shall not apply, no further testing is required.
