Due to the fact that the mixture of the test item with cellulose (maximum burning rate 1.10 mm/s) burned slower compared to the reference mixture, it was concluded that the test item, pure substance, has no oxidising properties in the sense of EU Method A.17.

Furthermore it can be concluded that the test item also has no oxidising properties in the sense of CLP (see Justification for classification or non-classification).

Justification for classification or non-classification

The available data on oxidising properties of the test substance do not meet the criteria for classification according to Regulation (EC) 1272/2008, and are therefore conclusive but not sufficient for classification:

Two tests (for pure substance and technical substance) were performed according EU Method A.17 which was used to deduce the oxidising properties of solids under DSD/DPD. The result is "not oxidising in the sense of EU Test A.17". Criteria for classification or non-classification as an oxidising solid according to CLP are based on UN Test O.1 (or UN Test O.3). The principle of EU Method A.17 is quite similar to that of UN Test O.1, but the set-up and the criteria of the test method are somewhat different. Nevertheless from the overall result "not oxidising" and the details of the results of these tests it can be deduced, that the substance is not oxidising according to CLP: In the test of the 1:1 mixture (test item to cellulose) the flame extinguished rapidly (pure substance: before the pre-burning phase was finished, technical substance: after 10 mm and 80 s). From results of all mixtures it can be extrapolated that the burning behaviour of a 4:1 mixture is even worse to that of the 1:1 mixture.

According the decision logic for oxidising solids (GHS, Decision logic 2.14), a substance which in the 4:1 or 1:1 sample to cellulose mixtures does not ignite or burn does not need to be classified.
