Executive summary:

Nontarget terrestrial plant response to the test substance was evaluated on 10 common terrestrial plant species according to the guidelines EPA OPP 122-1 and EPA OPP 123-1. Testing was conducted at rates of up to 1.30 oz ai/acre (the maximum use rate for a single application) to establish effects of the test substance on emergence and early seedling growth following soil surface application and on vegetative vigor following foliar exposure.

Parameters such as height, weight, and visual response were measured. Those plants exhibiting a 25% or greater inhibitory response when treated at the maximum use rate and those plants where a 25% or greater response could not be statistically refuted were treated with multiple rates of the test substance to establish a dose response curve. When possible, the rates producing 50% and 25% inhibitory effects (EC50 and EC25, respectively) and the no observable effect level (NOEL) were determined.

This study was conducted using 1) very high spray volumes, maximizing coverage, 2) a low organic matter soil, minimizing sorption of the test substance, and 3) steam-pasteurized soil, reducing the test substance degradation. These conditions represent maximum herbicidal activity. Since growing and environmental conditions can vary greatly in the field, observed response in the field is likely to be reduced.
