There are no data available, concerning the sensitising potential of 3,3'-dichlorobenzidine dihdydrochloride. According to the requirements of Annex VII of the regulation 1907/2006/EC no in vivo testing for sensitisation has to be performed if the test item is a strong acid (pH <2), which applies to 3,3'-dichlorobenzidine dihydrochloride.

Justification for classification or non-classification

For the existing classification of the submission substance as skin sensitiser (R43, according to Council Directive 67/548/EEC) no rationale is available. In the absence of contrary data and for precautionary reasons this classification (R43, May cause sensitization by skin contact), is retained. According to Regulation (EC) No 1272/2008 this would result in a classification as "May cause allergic skin reaction" (H317).
