No DNEL can be derived, because tetrachlorophthalic anhydride exerts its critical effect by sensitisation, but the the available data do not allow to reliable identify the threshold.

According Regulation (EC) 1272/2008 Annex VI Table 3.2 tetrachlorophthalic anhydride is classified as R42/43 (may cause sensitization by inhalation and skin contact) and according Regulation (EC) 1272/2008 Annex VI Table 3.1 phthalic anhydride is classified as Resp. Sens 1 and skin Sens.1 (H334: May cause allergy or asthma symptoms or breathing difficulties if inhaled; H317: May cause an allergic skin reaction).

Therefore the high hazard band according the ECHA guidance document Part E – risk characterization applies and the risk management measures and operational conditions described there should be used
