Justification:

The PBT Assessment for 2-isocyanatoethyl methacrylate is based on the criteria set out in the "Guideline on information requirements and chemical safety assessment, Chapter R. 11: PBT Assessment" (ECHA 2008).

Persistence:

For 2-isocyanatoethyl methacrylate a study on "readily biodegradability" according to OECD 301 B and the EU-Method C.4 -C

was conducted resulting in 87% biodegradation after 28 days based on CO2 evolution. Thus, the test substance does not meet the screening criterion for persistency and it is not considered to be persistent (P) or very persistent (vP).

Bioaccumulation:

2-isocyanatoethyl methacrylate as well as its hydrolysis products have log Kow values below 3. Thus, the test substance does not meet the screening criterion for bioaccumulation and is not considered to be bioaccumulative (B) or very bioaccumulative (vB).

Toxicity:

Testing of 2-isocyanatoethyl methacrylate on algae (Scenedesmus subspicatus) according to the OECD-Guideline 201 resulted in a NOEC of 97.4 mg/L (mean measured, geometric mean).

Moreover, 2-isocyanatoethyl methacrylate is not classified for STOT RE (Cat 1 or 2), carcinogenicity, mutagenicity or reproductive and developmental toxicity in mammals. Thus the criteria set out in Annex XIII of Regulation (EC) No. 1907/2006 are not met and not considered to meet the T criterion.
