Justification:

A detailed analysis of the Persistence, Bioaccumulation and Toxicity has been brought together into a clear conclusion on whether 2,3-epoxypropyl neodecanoate is not a PBT/vPvB substance. An OECD 302C study indicate the 2,3-epoxypropyl neodecanoate is vP. Applicable QSAR results show that 2,3-epoxypropyl neodecanoate is not B. The acute studies value is greater than the 0.1 mg/L and does not meet the T criteria. The data show that the properties of the substance do not meet the specific criteria detailed in Annex XIII and, consequently, that the substance is not considered a PBT/vPvB.

Likely routes of exposure:

In this case an emission and risk characterisation in accordance with the stipulations of Annex I (4.2 & 6.5) is not required as 2,3-epoxypropyl neodecanoate is not considered a PBT/vPvB.
