Justification for data waiving:
the study does not need to be conducted because the substance is incapable of reacting exothermically with combustible materials

Description of key information

According to Regulation (EC) 1907/2006 Annex VII, column 2, section 7.13, the study does not need to be conducted because the substance is incapable of reacting exothermically with combustible materials. This test item does not contain a surplus of oxygen or any structural groups known to be correlated with a tendency to react exothermally with combustible material. Furthermore, long term industrial experience in practical handling of titanium dioxide shows that it does not have oxidizing properties.

Key value for chemical safety assessment

Oxidising properties:
non oxidising

Additional information

Justification for classification or non-classification

Titanium dioxide does not need to be classified according to CLP Regulation (EC) No 1272/2008 since oxidising properties are considered non-relevant based on the chemical structure.
