On contact with water the substance 1,3-propanesultone rapidly hydrolyses forming 3-hydroxypropanesulphonic acid . Data on the acute aquatic toxicity of 1,3-propanesultone and 3-hydroxypropanesulphonic acid are available for fish, aquatic invertebrates and algae. The most sensitive endpoint (EC50(48 h): 16 mg/L) was detected in an OECD 203 guideline study on Daphnia magna. The test item 1,3-propanesultone was not stable during the test, it hydrolysed forming 3-hydroxypropanesulphonic acid. Due to the rapid hydrolysis the parent substance will not exist under environmentally relevant conditions. Consequently testing of the acute toxicity of 1,3-propanesultone in aquatic systems implies the formation of  3-hydroxypropanesulphonic acid. Effects of the substances cannot be separately identified. Thus the hazard assessment focuses on 3-hydroxypropanesulphonic acid as the environmentally relevant substance. 

The toxicity of 1,3-propanesultone to microorganisms was tested in a 17-hr acute toxicity study on Pseudomonas putida. The determined IC50 value based on cell inhibition was 80 mg/L (IC10(17h): 26 mg/L).
