According to Regulation (EC) No. 1907/2006, Annex VII, Column 2, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible material, for example, on the basis of the chemical structure. Structural features which exclude substances from this classification are organic compounds which contain oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen. As EC 415-430-8 contains oxygen only bound to carbon or hydrogen, this substance is not an oxidizer, and so this test can be waived.

This substance does not meet the criteria of oxidising, and so is not classified.
