Justification:
Biodegradation: Due to the fact that only primary degradation of CPSS 53 is detected, a clear conclusion whether the P criterion is met could not be drawn from the available data. Although for the main components of CPSS 53 rapid primary degradation is proven, the degradation product 2,2,6,6-tetramethylpiperidin-4-ol might fulfill the P / vP criterion. Therefore for precautionary reasons CPSS 53 is considered to fulfill the P criterion. Bioaccumulation: Applying a weight of evidence approach and taking further into account that carboxylate ester-containing substances are expected to be readily metabolized in fish further reducing the concentration of the main components of CPSS 53 significantly, it is concluded that CPSS 53 does not fulfill the B criterion. Toxicity: According to the REACH guidance the screening cut off for acute values are set to be 0.1 mg/L. Based on the results obtained from the acute aquatic toxicity studies the substance is not considered to meet the criteria for T . Further, the substance is not classified as CMR according to Directive 67/548/ EEC (DSD) nor as CMR according to Regulation EC No 1272/2008 (CLP-Regulation) and the substance does not exhibit any othere evidence of chronic toxicity, as identified by the classifications T, R48 or Xn according to Directive 67/548/ EEC (DSD) or specif target organ toxicity after repeated exposure (STOT RE Cat. 1 or 2) according to Regulation EC No 1272/2008 (CLP-Regulation).
