As describe throughout the dossier, the reference substance is an ionic organic salt of a naturally occurring
dicarboxyllic acid, which is readily degradable, has no meaningful Kow, will not accumulate and has a very low
aquatic toxicity, with an LC50 greater than 100 mg/L. Thereby none of the PBT or vPvB criteria laid out in annex
XIII are even remotely met and thereby, they reference substance cannot be considered a PBT or vPvB substance
