In accordance with the CLP Regulation Annex I, an explosive liquid is substance or mixture which is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings. This is not the case for the submission substance.

The submission substance contains no chemical groups associated with explosivity. The submission substance does not contain any functional groups quoted in the UN Recommendation on the Transport of Dangerous Goods, Manual of Tests and Criteria (fifth revised edition, appendix 6, table A 6.1). Therefore, the submission substance is considered non-explosive.
